Introduction
The Housatonic Resources Recovery Authority (HRRA) is a regional, governmental solid waste and recycling authority serving 14 municipalities in Western Connecticut: Bethel, Bridgewater, Brookfield, Danbury, Kent, New Fairfield, New Milford, Newtown, Redding, Ridgefield, Roxbury, Sherman, Weston, and Wilton. HRRA represents over 266,000 residents and coordinates regional efforts to manage municipal solid waste and recycling in compliance with Connecticut state law.
HRRA is seeking proposals from qualified Connecticut-based businesses to provide organics (food scraps) collection, transportation, and processing services for large generators as defined under the Commercial Organics Recycling Law, (Connecticut General Statutes § 22a-226e). [portal.ct.gov]
Background
Under CGS § 22a-226e, large generators—such as restaurants, hotels, grocery stores, resorts, conference centers, and institutions—that produce 26 tons or more of source-separated organic materials annually are required to separate and recycle organic waste. (i.e source-separated organic materials (SSOM), packaged unsellable food.)
HRRA aims to support businesses in its member municipalities to comply with this law by facilitating access to reliable, local organics recycling services.
Scope of Services
The selected vendor will provide a comprehensive service package that includes:
- Collection of source-separated organic materials (food scraps) from participating businesses.
- Transportation of collected materials to a CT DEEP authorized processing facility.
- Processing of materials via: Composting (windrow, in-vessel, or other permitted methods), and/or Anaerobic Digestion (AD) at a permitted facility in Connecticut.
The vendor must:
- Be based in Connecticut and operate within the state.
- Identify a processing facility within CT with a secure contract.
- Demonstrate the ability to provide documentation and reporting to support compliance with CGS § 22a-226e.
- Offer technical assistance to businesses for onboarding and education.
- Support HRRA in marketing and outreach through development of promotional material.
- In person meetings with potential businesses.
- Support facilitation of outreach events
Proposal Requirements
Proposals must include:
- Company background and qualifications.
- Description of collection and transportation equipment and staffing.
- List of contracted permitted facilities used and processing methods.
- Service area coverage and logistics plan.
- Three references from similar projects, regional initiatives, or commercial generators.
- Proof of insurance and applicable permits.
- Description of technical assistance.
- Proposed marketing plan.
- Identify point of contact and role.
Evaluation Criteria
Proposals will be evaluated based on:
- Compliance with Connecticut law and HRRA goals.
- Experience and capacity to undertake scope of work.
- Capacity for collection, transportation, and processing of material under the law.
- Environmental benefits and sustainability practices.
- Ability to serve multiple municipalities.
- Ability to demonstrate comprehensive scope of services to enhance business development initiatives throughout the region.
