  • The Missouri State ID Access Coalition envisions a world where everyone can easily access the official documents they need to thrive. In support of this vision, the Coalition is offering mini grants to support the formation and development of State ID and birth certificate assistance clinics across the state of Missouri. State-issued photo IDs and birth certificates are needed for a host of reasons including employment, housing, public benefits, voting, and more.

    Grants of up to $5,000 will be issued to support the cost of needed clinic resources and/or supplies. Grant funds may be used for the cost of documents, program equipment, or any other reasonable expenditures needed to expand ID access through direct services.

    Timeline:

    • Application Deadline: December 31, 2025
    • Awardee Notification: Week of January 19, 2026
    • Funding Period Begins no earlier than: January 1, 2026
    • All funds must be used by December 31, 2026
    • Final report due by January 29, 2026

    Extensions of the December 31 funding use deadline will be considered on a case by case basis if a request is sent in writing by November 20, 2026.

  • State-issued photo IDs and birth certificates are needed for a host of reasons including employment, housing, public benefits, voting, and more. The MO State ID Access Coalition recognizes that possession of these documents increases access to a multitude of services, opportunities and basic necessities. We recognize that the systemic injustices related to ID access in Missouri disproportionately impacts certain communities, including: communities of color, people experiencing homelessness, the elderly and homebound, people with disabilities, and low-income Missourians. The Missouri State ID Access Coalition envisions a world where everyone can easily access the official documents they need to thrive.

    In partnership with the Ashrei Foundation and Missouri Foundation for Health, the Missouri State ID Access Coalition will offer subgrants to support the formation and development of state ID and birth certificate assistance clinics/services across the state of Missouri. Funds may be used to support the cost of needed ID access program resources or supplies. Grant funds may be used for the cost of documents, program equipment, or any other reasonable expenditures needed to operate an ID access program, service or event. Funding may not be used for the following purposes: basic biomedical research or research on drug therapies or devices; lobbying; existing operational deficits or programs projected to create a deficit; fundraising campaigns for the purpose of construction, endowment building or establishing emergency or other types of reserves; programs that promote specific religious beliefs or proselytize; or programs fully funded from other sources.

    The Project Coaches that will assist subgrant awardees throughout the grant period are committed to ensuring that this funding opportunity evolves into a culture of shared commitment, growing relationships, and intentional learning. The Awardee commits to being forthright and honest about their abilities to meet goals outlined in this project. The Project Coaches commit to provide honest feedback and authentic support to Awardee for project implementation. We will establish open and respectful relationships throughout this project.

    As a recipient of this subgrant, my organization/community group will treat all individuals engaged in ID Access work with dignity, patience and compassion, not only during any clinic(s), event(s) or service provision, but also in training, outreach and advocating for systems change.

    My organization/community group will not charge any individual for receiving services related to expanding ID access through technical and financial support for US birth certificates and MO non-driver photo identification. All staff and/or volunteers engaged in this project will keep all personal identifying information of any individuals served confidential, unless the individual’s written permission to share it is obtained.

    If the Awardee needs to make any significant changes to the project described in the grant application, they will notify the Project Coaches with as much advance notice as reasonably possible. We will respond to changes promptly and supportively to ensure continuity in this partnership and intent to expand access to IDs statewide.

    The Awardee agrees to keep records of work performed during the grant period, including: number and type of documents supported (ex. 5 MO birth certificates, 10 MO non-driver IDs, 3 out-of-state birth certificates, etc.), financial assistance offered (ex. 78 free IDs, 14 MO IDs at $18 each, 10 MO birth certificates at $15 each, 257 bus fares, etc.), number of individuals served, and number of staff/volunteers engaged. If the Awardee utilizes the DOR Form 5862, please track and report on the number of times that form is provided to a guest. All data regarding services provided must be submitted monthly through a simple online form (https://bit.ly/idaccess-monthly).

    In order to strengthen our shared narrative around ID injustice in Missouri, we encourage the Awardee to collect data in a way that aligns with the intent of this subgrant, the MO State ID Access Coalition’s mission, and the mission and values of the Awardee. We recognize that there may be scenarios in which data collection may not be safe or possible, and encourage Awardees to discuss any concerns with the Coalition for support. If possible, the Coalition would value receiving the following data regarding the individuals served by this subgrant: gender identity, racial/ethnic identity, date of birth (or age at time of service), zip code or county of residence, intended use of documents, veteran status, housing status, stated barriers to ID access, voter registration status, incarceration status, disability status.

    Awardee agrees to submit a final 1-2 page summary of their project no later than the date listed at the top of this Agreement. A template for the final report will be provided to you within the first month of your grant period; it will also be made available on the MO State ID Access website, moidaccess.org. Awardee will also keep sound financial records of all subgrant expenses and will be required to submit a final budget report that details how all subgrant funds were used. Awardee understands that all data will be consolidated and shared in mandatory reporting to Missouri Foundation for Health.
