Dear DeKalb Residents,
We need your help to protect the greater Cedar Grove Commuity directly impacting the following subdivisions:
- Grant Forest,
- Miramar,
- The Preserve at Conley Creek,
- Boulder Springs
- and Loveless
A proposed development for a Data Center Campus in SW DeKalb County at 4280 Loveless Place Ellenwood, GA 30294 (Parcel id: 15 011 01 045) if approved will be built within 300 feet of each of those well established residential subdivisions. This development application was DENIED by community council, the planning commission and the DeKalb County planning Department Staff. Based on the written staff analysis, the application was denied for the following core reasons:
- Incompatible Land Use: The proposed data center is most similar to "Warehousing and Storage," a use prohibited in the residential Tier 5 of the Bouldercrest Overlay District. It is not considered a permissible "utility structure."
- Zoning District Violation: The proposed use ("Data Center, Campus" or "electric transformer station") is only allowed in industrial zoning districts (M & M-2), not the property's current MU-1 and RSM residential districts.
- Conflicts with Comprehensive Plan: The project contradicts the Suburban (SUB) Character Area of the 2050 Comprehensive Plan, which aims to preserve the area's residential character and promote housing, not large-scale industrial development.
- Violates Overlay District Intent: The massive scale and resource demands of the data center conflict with the core purpose of Tier 5, which is to protect single-family neighborhoods from incompatible, intensive uses.
- Incomplete Application: The applicant failed to submit required "employment traffic" information, preventing a full assessment of traffic and parking impacts.
Furthermore, on September 30, 2025 and November 20, 2025 at the DeKalb Commissioner's Zoning meeting there was overwhelming public opposition to this development.
Despite the Staff's reccomendation for denial and the public's denial, at the November 30, 2025 Commissioner's Zoning Meeting the District 3 Commissioner alone chose to ignore the information presented and to Defer the Cedar Grove Data Center Application until the January 13, 2026 Commiissioner's meeting without any more public comment.
