  • The rapid advancement of High-Performance Computing (HPC), HPC-AI, Data Science, Machine and Deep Learning, Large Language Models, Digital Twin technologies, and Quantum Computing is fundamentally reshaping the global R&D and innovation landscape. To ensure India’s continued leadership in these frontier domains, it is essential to strengthen the country’s research ecosystem through modern computing infrastructure, advanced toolchains, and access to indigenous high-end technologies.

    In this context, the Ministry of Electronics and Information Technology (MeitY), the Department of Science and Technology (DST), and the Centre for Development of Advanced Computing (C-DAC) are positioned to play a pivotal role by enabling cutting-edge research laboratories based on PARAM Shavak 2.0, powered by indigenous platforms such as the Rudra Server, BOSS Operating System, and advanced HPC and AI software tools including HPC GUI, HPC Tutor, CHReME, ONAMA, and the integrated AI Support System. These tools and platforms collectively represent a significant advancement in India's capability to support mission-critical scientific and industrial research.

    The establishment of such HPC- and HPC-AI–enabled research labs will empower MeitY and DST-affiliated R&D organizations to conduct advanced simulations, data-intensive studies, algorithm development, large-scale model training, and high-impact scientific experiments. By enabling hands-on access to indigenous HPC infrastructure, research teams will be better positioned to accelerate discoveries, optimize workflows, and develop innovations that directly contribute to national priorities.

  • Objective

    • Establish HPC and HPC-AI research infrastructure for MeitY and DST-supported R&D organizations to accelerate scientific and technological innovation

    • Enable research teams to undertake advanced simulations, large-scale data analysis, ML/DL model development, Quantum Computing research, and Digital Twin experimentation

    • Integrate and deploy indigenous HPC hardware and software platforms to strengthen India’s technological independence

    • Provide a common platform for research organizations, startups, and industry to co-develop solutions addressing mission-critical national challenges

    • Build highly skilled research manpower capable of contributing to strategic national missions and the vision of Viksit Bharat 2047

  • The PARAM Shavak 2.0 initiative is designed to broaden and democratize access to HPC and HPC-AI capabilities across MeitY and DST-supported research institutions. By deploying fully indigenous hardware and software platforms, the initiative will significantly enhance national self-reliance in high-end computing while enabling research organizations to accelerate advanced scientific investigations, large-scale simulations, and AI-driven innovation.

    Through the integration of technologies such as the Rudra server, BOSS operating system, and comprehensive HPC/AI toolchains, PARAM Shavak 2.0 will equip research teams with a powerful and accessible computing environment. This platform will support frontier research in areas including computational sciences, data-intensive analysis, ML/DL model development, digital twins, and emerging quantum technologies.

    The initiative is strategically aimed at empowering R&D organizations with a state-of-the-art HPC and AI ecosystem that can be leveraged for mission-critical research, technology development, and collaborative solution building across national priority domains.

    Ultimately, PARAM Shavak 2.0 is expected to strengthen India’s research capabilities, develop highly skilled scientific manpower, and contribute directly to the national vision of Viksit Bharat 2047, Skill India, and a Self-Reliant India in advanced computing and AI.

    The number of available PARAM Shavak systems is limited. Interested institutions must submit a formal proposal in PDF format expressing their interest.

    The proposal should clearly describe:
    - Intended academic and research use
    - Participating departments and the expected number of users
    - Expected outcomes and overall impact

    All proposals will be reviewed by a duly constituted committee. Based on the evaluation, the committee will shortlist eligible institutions.

    Shortlisted institutions will be invited to make a presentation before the committee.

    Final selection will be made based on the following criteria:
    - Quality of the proposal
    - Performance in the presentation
    - Availability of systems

    Allocation of systems is not on a first-come, first-served basis. The decision of the committee shall be final and binding.

    Selected institutions will be required to:
    - Formally accept the terms and conditions
    - Confirm financial commitment
    - Ensure readiness for system installation and operation
