              • 1.         Fees will be collected at the Department of Tourism Office from Wednesday, March 11, through Friday, March 13, 2026.  Only a Bank or Postal Money Order will be accepted as payment of fees from individuals. Checks will be accepted from established organizations. ALL FEES ARE NON-REFUNDABLE. Make checks/money orders payable to:  Government of the VI.    No cash payments will be accepted!

                2.         All persons expecting to sell, or handle food MUST OBTAIN A VALID HEALTH CARD.  Vendors serving food MUST OBTAIN A HEALTH PERMIT.  Please call the Department of Health for more information. You must bring these documents or receipts with you on Jouvert .

                3.         Please remember that spaces are 10 feet long and 10 feet wide (10X10).   Use only the space allotted to you. 

                4.         Participants cannot change the space assigned to them.

                5.         No wooden booths will be constructed on site. Participants must use tents of the designated size or umbrellas.

                6.       Coal pots, kerosene burners will NOT be allowed.  Participants using propane burners must sign a waiver relinquishing the Division of Festivals (DOF) from any damages and must follow the rules set by the VI Fire Department.

                7.        Alcoholic beverages will be served by the liquor concessions only. The sale of alcoholic beverages will not be permitted by vendors not approved to do so.

                8.    Glass bottles will not be permitted, beverages should only be served in plastic bottles.        

                9.       Obscene language or derogatory comments by fair participants will NOT be tolerated. Anyone using obscene language will be ordered to forfeit his or her space immediately.

                10.      Set up and breakdown times will be confirmed by the Division of Festivals.

                11.       Good, sanitary conditions must be maintained at all times.

                12.       All participants must clean up inside their respective areas and put all trash in garbage bags for disposal by Waste Management and/or Public Works Departments at the end of the day.

                13.       There will be no selling of toy guns, firecrackers, pop shots, etc.  Anyone found selling such items will be closed by the Virgin Islands Police Department and forfeit participation in future Division of Festival (DOF).

                14.       Applicants who do not comply with the rules and regulations set forth by the Division of Festivals will not be considered for future participation sponsored by the Division of Festivals.

                The Division of Festivals reserves the right to deny or refuse any application submitted.
