  • “As of Right”: Application for Temporary Deemed Certification in Ontario for Out-of-Province Water Operators and Analysts

    Complete this form and provide the required documentation in order to be deemed certified as a drinking water operator, wastewater operator or water quality analyst in Ontario for a one-time 6-month period. This form can be used to seek deemed certification for all the levels and types of drinking water certification or wastewater licence that you hold.

    Becoming an operator in Ontario 

    • Effective January 1, 2026, through Ontario’s new “As of Right” updates to its labour mobility framework, a worker in a regulated, non-health occupation who is certified by an out-of-province regulatory authority in Canada can follow a streamlined process to be deemed certified temporarily in that occupation in Ontario. This process is set out in the Ontario Labour Mobility Act, 2009 (OLMA) and O. Reg. 199/25 made under it.
    • A person may only work under the “As of Right” framework for one 6-month period. To remain certified in Ontario beyond that 6-month deemed certification period, water operators and water quality analysts must complete the “Reciprocity Application” section of the Drinking Water Certificate and Wastewater Licence application form before the “As of Right” period ends.
    • Reciprocity-based applications are typically processed within 30 calendar days of a worker submitting a completed application. Once an Ontario certificate or licence is issued, the operator or water quality analyst would have the Ontario regulatory authorization needed to work in that regulated occupation in Ontario longer term, through the drinking water and wastewater certification frameworks under the Safe Drinking Water Act, 2002 (SDWA) and the Ontario Water Resources Act (OWRA). 
    • You do not need to follow the new “As of Right” process in order to apply through the “Reciprocity”-based pathway for out-of-province operators and analysts.

    • Upload a valid out-of-province drinking water operator’s certificate, wastewater operator’s licence, or water quality analyst’s certificate, or other authorization

    • Attest to being in good standing in your home jurisdiction, as specified below

    After you provide the required documentation and information:

    • Your submission will be processed in Ontario within 10 business days
    • If you meet all the "As of Right" requirements you will receive a Notice of Receipt by email and will be deemed to be certified or licensed in Ontario under the "As of Right" framework for 6-months, starting from the date of the Notice of Receipt.
    • The 6-month duration of the deemed certification period is subject to some exceptions set out in the Ontario Labour Mobility Act, 2009 and O. Reg. 199/25.

  • By submitting and signing this “As of Right” Application form, I hereby consent to the collection, use, and disclosure of my personal information, namely, the information contained in this “As of Right” Application form, by the Ministry of the Environment, Conservation and Parks and its Certification Program Administrator (the Ontario Water Wastewater Certification Office) to assess the requirements for temporary Deemed Certification under the Ontario Labour Mobility Act, 2009 and Ontario Regulation 199/25: Deemed Certification made under it, and to assess compliance with the Ontario Safe Drinking Water Act, 2002 and its regulations and the Ontario Water Resources Act and its regulations, and to support enforcement as set out in this form.
