ROLE PURPOSE:

The International Programme Manager/Assistant Manager (one-year contract) will be responsible for the oversight of international development programmes funded by Save the Children Hong Kong (SCHK) and/or its back donors, including corporates and foundations; managing SCHK’s humanitarian portfolio, including institutional humanitarian grants; and maintaining strategic stakeholder relations to fulfill our ambition for children.
KEY AREAS OF ACCOUNTABILITY:
1. Strategic planning and engagement
- Support the Senior International Programme Manager on the strategic planning of SCHK’s international programme portfolio, and the realisation of the team’s annual plan
2. Program development and management
- Provide oversight and management support to Country Offices implementing SCHK-funded projects throughout project/proposal development, monitoring and evaluation, and reporting, as well as back donor compliance when necessary
- Monitor project implementation, progress, and quality in collaboration with team colleagues, including through international visits to Country Offices when necessary
- Review reports and other project submissions, identifying issues for further follow-up or clarification
- Support trends analysis and risk identification within SCHK’s international programme portfolio by identifying and presenting key insights from Key Performance Indicator (KPI) and other relevant data reports
- Provide technical and programme support to field teams, as necessary
3. Awards management (grants administration and financial management)
- Work with Country Offices to support financial planning and reporting, and ensure that budgets are effectively managed and spent according to plans
- Facilitate the work of Finance and Country Office colleagues to ensure the accurate and efficient processing of grant remittances
- Ensure visibility over project plans, forecasts, budgets, spending and other project logs by tracking project progress and expenditures in shared databases and dashboards
- Work with teams in Save the Children’s ‘global teams and implementing offices in other countries to maintain updated and accurate project records. Ensure the storage of complete and accurate donor policy compliance, programme and financial information, and relevant project documents in the system, and facilitate the efficient processing of project approvals and award management
- Provide capacity building to Country Offices on topics such as quality reporting, as and when necessary
4. Other International Programme team support
- Support the development and continuous improvement of processes and knowledge management for SCHK’s international development and humanitarian portfolios
- Work in collaboration with other teams to prepare fundraising, marketing, advocacy, or other materials to present our international programme work to internal and external audiences
- Develop and maintain administrative systems, project records, and communication materials to facilitate effective programme management, team collaboration, and internal/external engagement
- Support public education, fundraising, communication and capacity building activities in Hong Kong relating to international programme
SKILLS AND EXPERIENCE
Essential
- 5-8+ years of experience in project management, business administration, or equivalent, including at least 3 years of experience in international development/NGO work contexts
- Passion and curiosity about international development and humanitarian issues; interest in the social, cultural, and economic factors that impact children’s rights in other countries
- Excellent organisational and prioritisation skills – ability to juggle detail while still maintaining a big picture overview. Proven attention-to-detail to manage complex tasks or programmes or projects in a timely manner
- Ability to self-drive and be accountable, work independently, as well as within a team; willingness to coach/upskill junior staff and lead cross-team collaboration initiatives
- Strong interpersonal skills, both verbal and written, with colleagues, partners and donors from multi-cultural and diverse backgrounds
- Excellent proficiency in written and oral English Proficiency in the Microsoft Office suite (Word, Excel, PowerPoint)
- Willingness and ability to travel and work in remote areas of developing countries
Desirable
- Practical experience in programme expense management, programme finance, and budgeting
- Previous experience in engaging and building relationships with institutional donors, corporate & foundation donors, and/or other strategic partners
- Experience in liaising and advocating with senior stakeholders
- Strong knowledge of child rights, development, and humanitarian issues in the global, national, and local contexts
- Familiarity with rights-based approaches to development; knowledge of operations in an international NGO/confederation
- Expert knowledge on one of the Save the Children thematic focuses (health and nutrition, education, child protection, child poverty and livelihoods, and/or child rights governance)
- Proficiency in written and spoken Cantonese and/or Mandarin
- Demonstrable commitment to Save the Children’s vision, mission and values
QUALIFICATIONS
- Required: Bachelor’s degree
- Desirable: Master’s degree in a related subject (development, social work, public health or relevant social science disciplines)
