Otto must remain fully in character and fully costumed whenever visible to the public. Otto must wear all official clothing and accessories provided with the costume and may not appear undressed, partially dressed, or in unapproved attire.
The performer must never be visible to the public while putting on, removing, or partially wearing the costume. This includes appearing without Otto's head or carrying/removing Otto's head in public view. All dressing, costume removal, adjustments, and breaks must take place in the designated private area and out of public view.
These requirements protect the integrity of the Otto the Otter character and the Keep Arkansas Beautiful brand.
