  • Background

  • Each year the Town provides grants to human service organizations and outside agencies that provide a wide range of services and support initiatives that benefit residents of South Kingstown. Human service organizations are locally based non-profit agencies that support individuals who are economically challenged, lack suitable housing, elderly, living with disabilities, victims of abuse, or experiencing other life challenges. Agencies that typically receive funds include human service organizations, health clinics, senior support programs, congregate meal centers, low-income housing partnerships, domestic violence resource centers, food pantries, and similar organizations that are supported in whole, or in part, by public and/or donated funds. Outside Agencies are local non-profit organizations that engage in programs, projects and initiatives that positively impact members of the South Kingstown community. Agencies that typically receive outside agency funds include neighborhood and/or village associations, veterans’ groups, business support organizations, preservation groups, museums, and similar entities that are supported in whole, or in part, by public and/or donated funds.

    In FY 2026 the South Kingstown Town Council approved an allocation of $182,050 in the Town's operating budget to fund the Human Service and Outside Agency Grant Program. Funding for the FY 2027 HSOA program will be set by the Town Council as part of the upcoming budgeting process. Receipt of funding in prior years does not guarantee funding in the current grant round. Grants are competitive and awarded by the Town Council at their sole discretion based on a review of all complete applications.

    Organizations interested in applying for funding under this program are required to complete and submit the Human Service & Outside Agency FY 2027 Grant Funding Request Application with all associated supporting documentation as outlined herein.

  • Project Goals & Considerations

  • The goal of the human service and outside agency grant program is to support local agencies that provide access to programs, support services, projects, and other initiatives that extend beyond the traditional offerings municipal government can, or will, provide to South Kingstown residents.


    As part of the application, each organization must identify if the request is for ongoing operational expenses (sustaining) or if the funding is for a one-time expense and/or a new project (capital projects/ innovation) and provide details regarding the justification for funding within their application. The Town strongly encourages organizations to leverage grant funding for one-time capital expenses or innovation initiatives, rather than funding operational costs, since grant funding is not guaranteed year over year.

  • Please note that any organization (or parent organization) whose revenues and/or budget exceed that of the Town of South Kingstown’s municipal share of the property tax levy (approximately $21,600,000) is not eligible to receive funding.

    NEW FOR FY 2027:  Applications must be completed and submitted electronically by following the process outlined herein.  Please be sure to complete all information as required on the form and slick "Submit" at the end.  You will receive a confirmation immediately upon submittal as well as an email confirming your application submittal.  

    REQUIRED ITEMS

    Entities applying for Human Service and Outside Agency Funds from the Town of South Kingstown must attach the following documentation with their application:


    • Most Recent Annual Report (Form 631) from the Rhode Island Secretary of State;
    • A Certificate of Good Standing from the Rhode Island Secretary of State;
    • A Letter of Good Standing from the Rhode Island Division of Taxation.  If you have submitted a LOGS to the Town in the past three (3) years you can simply upload the same letter without requesting a new one. For example, if you submitted a LOGS last year as part of the HSOA application process, you can simply upload the same letter without requesting a new one from the State Division of Taxation.  


    You will have an opportunity to upload this documentation as part of the application process.  If you have difficulty obtaining your Letter of Good Standing by the submission deadline, your organization may still submit an application for consideration. However, a Letter of Good Standing is required prior to presentation to the Town Council in March 2026.


    Please do not include general organizational information, marketing materials, or supplemental materials unless they are critical to the Town’s decision-making process. Additional documentation may be requested by the Town once your application is received and reviewed.

    TOWN COUNCIL MEETING ATTENDANCE

    Applications will be collected, organized, reviewed, and presented at a special session of the Town Council in March 2026. A representative from your organization is required to attend the Town Council meeting to answer any questions members may have relative to your funding request. All applicants will be notified of their required attendance a minimum of one week prior to the Town Council meeting date. Additional instructions will be provided at that time.
