Purpose and Compliance: REVBY LLC will provide technical assistance to eligible small businesses with one (1) to twenty (20) employees under the SBA Technical Assistance Program For Micro and Small Businesses Along the Mission Trail.

To be considered for this program, businesses must meet the following eligibility criteria, which are designed to prioritize micro and small-sized businesses, locally established along the Mission Trail. Applicants must demonstrate compliance with all of the following:
General Requirements
- Size: Must employ 20 or fewer employees (full-time and part-time combined) and must provide proof with payroll statements.
- Location: Must be physically located within the nine-mile corridor of the Mission Trail.
- Revenue Cap: Must have generated no more than $2 million in gross revenue.
Eligible Business Types
Businesses may operate in any sector, including but not limited to:
- Construction-related trades (e.g., roofing, flooring, concrete).
- Home-based businesses.
- Hotels and Bed & Breakfast establishments.
- Retail (excluding discount and used appliance stores).
- Businesses referred by the El Paso County Economic Development Department.
- Veteran-Owned Businesses may receive preference for this program.
- Food and beverage establishments, (e.g., including cafes, restaurants, breweries, wineries, farmers market stands).
- Cultural arts facilities (e.g., art galleries, museums, theaters, and gift shops).
In addition to general eligibility, special consideration will be given to Veteran-Owned businesses. The verification requirements for these designations are outlined below:

Veteran-Owned Businesses
Although federal certifications are accepted, if the business does not possess any federal certifications, the agency of record can follow these steps:
Identify Shareholders: Review the articles of incorporation for sections listing the names of shareholders or members (in the case of an LLC) for women-owned businesses.
- Direct Inquiry: Contact the business owners directly to ask about their ownership and proof of their veteran status such as:
- DD Form 214 Member 4 (Certificate of Release or Discharge from Active Duty): This is the most commonly used document to verify veteran status. It includes details about military service, such as dates of active duty, discharge status, and the character of your service.
- VA Identification Card: Issued by the Department of Veterans Affairs (VA), this card confirms that you are receiving VA benefits, which implies veteran status.
- Veteran Health Identification Card (VHIC): This card, provided by the VA, indicates eligibility for VA health care services and confirms veteran status.
- Veteran's Designation on a Driver's License or State ID: Many states offer a veteran designation on driver's licenses or state IDs, which serve as proof of veteran status.
- Veteran Benefits Award Letter: An official letter from the VA confirming veteran benefits can also serve as proof.
NGB Form 22 (National Guard Report of Separation and Record of Service):
For members of the National Guard, this form serves as a record of service and discharge status.
Eligibility and Selection Process
Businesses recommended for the Technical Assistance Program will be carefully vetted by REVBY based on the responses from the survey to ensure they meet the program’s eligibility criteria. REVBY will identify businesses with the greatest potential to benefit, ensuring that resources are directed where they’re needed most advancing the County’s commitment to inclusive and equitable economic growth.
