    The Virginia Manley Art Scholarship is offered by the Pelican Bay Arts Association and Manley Art Center to provide support for those students who are interested in pursuing a career in the field of visual arts.  All eligibility requirements must be met. Applications will be considered based on the factors outlined below. 

    Eligibility Requirements

    Applicants must meet the following requirements: 

    • High School Student & Resident of Brookings, Oregon
    • Have a GPA of 2.0 or higher
    • Intend to pursue a higher education degree or certificate in the field of 2-D or 3-D art within 12-months.  

    Award Description

    This scholarship is given annually in the amount of $1,000 and is intended for one recipient. If two applicants present themselves as equally qualified, the scholarship may be divided into two awards of $500 each.  The scholarship distribution will be determined by the PBAA Scholarship Committee and endorsed by the PBAA Board of Directors.  The scholarship will be paid directly to an educational institution selected by the award recipient.   The award recipient also agrees to pose for a photo to be used for the Art Center newsletter and other publicity. The winner is invited to receive the award at the 2026 Azalea Festival on May 24, (and may opt to display their work at the Manley Art Center during an agreed upon period).

    Application Procedure

    Applicants must submit the following materials by midnight Monday April 27, 2026 via this online application.  Failure to submit all materials may disqualify applicants or affect scoring.  

    • Application:  Submit the completed Scholarship Application.
    • Support Letters:  Upload two letters of recommendation (e.g. teacher, guidance counselor, or community member).  One letter must be from a school official and include confirmation of current GPA.  If homeschooled, provide grades based on Oregon state guidelines.  
    • Essay:  An essay of approximately 500 words that includes your background (accomplishments, interests, employment, community service) and why you want to pursue education in the field of art, along with your plans.  
    • Portfolio: Submit a portfolio (photos) that includes at least three but no more than five of your best art pieces, all done during high school.  Include notation of each work’s title and medium. The portfolio must be submitted electronically - uploaded in this application.
