  • The following are standard payment and billing policies:

  • The City of Angleton has one (1) billing cycle per month. Customers are billed for consumption used from mid-month to mid-month—one month behind. For example, a bill that is due July 25th will include consumption used from late May to mid-June.

    If you are renting the service address property (business or residential), a renter’s contract is required. If you are purchasing the property, title company paperwork
    is required. A copy of your driver’s license and deposit are required. The deposit is $100.00 ($75.00 with a $25.00 non-refundable connection fee). Should an account be closed, $75.00 of the deposit will go toward any outstanding balance
    before a refund check is issued.

    MONTHLY BILLS are mailed on or as close to the 1st day of the month as possible. Payment is due and payable on or before the 25th of that same month. Should the 25th fall on a weekend or holiday, payment must be received by 5:30 P.M. the following business day. Otherwise, a fee of $10.00 or a 10% late fee will be assessed, whichever is greater. To avoid late fees, drop box payments must be received before 5:30 p.m. on this day. After this time, you are considered late and will be charged the late fee. To guarantee your payment is on time, we recommend you bring the payment inside to one of the utility clerks.

    DUE DATE is the 25th of every month for every customer and cannot be changed.

    PAST DUE amounts are due and payable by the 5th of the following month. If the 5th falls on the weekend or a Holiday, payment will be accepted until 5:30 p.m. the next business day—same as the original billing cycle. If the past due amount is not paid in full by the 5th, a $30.00 disconnect/administration fee and a $25.00 reconnect fee will be assessed. You will be placed on a disconnect service list and could possibly have your services disrupted. IF WE DO NOT DISCONNECT YOUR SERVICE, YOU STILL OWE THE $30.00 FEE. (Ord. 20250226-004 § 6, 2025)

    TERMINATIONS Voluntary termination forms are available at city hall and on the city website. A completed form must be returned to city hall for disconnection of services and will not be accepted by phone or online. To avoid involuntary termination, accounts must be kept current. It is a violation of the law to occupy your home or business for more than 72 hours without water or sewer services.

    RE-READS Should you believe your meter was read incorrectly and feel a re-read is necessary, please contact the Utility Billing Department at (979) 849-4364, ext. 2100, 2102, or 2103 upon receipt of the bill or go online at www.angleton.tx.us, click on “We Listen” and enter your request as a WATER METER question. Record the tracking number for confirmation of your request.

    Accessing Payment and Usage Portals
  • ONLINE PAYMENTS AND AUTO PAY The City of Angleton has an online payment portal where you can pay your utility bill online through our municipal online payments portal. You can also set up Auto Pay with a credit or debit card and manage your paperless billing preferences.     WATER USAGE PORTAL Businesses and citizens with Smart Meters can view, manage, and set usage alerts by linking their utility accounts to the Sensus Analytics water usage portal. Sensus Analytics manages the water usage portal and is a separate account from the online payment account. Once you receive confirmation that your account has been created, you may access the water usage portal by going to https://my-anglt.sensus-analytics.com/login.html#/signin and clicking "Need to setup an account?" to get started.

    It is important to note that ONLY the account holder and authorized contacts listed on the application can actively manage an account when speaking to customer service representatives. Authorized contacts will have access to update account details, modify service preferences, and adjust billing information. However only the account holder can make changes to the Authorized Contacts list.
  • VOLUNTARY CHARGES

    Your bill will include water, sewer, garbage, and recycling services. The utility bill you receive may include voluntary donation charges that are not mandatory for basic service provision, that you have chosen to include in your utility plan. It is important to review your bill carefully to understand the nature of these optional charges and contact our customer service if you have any questions or concerns. Please NOTE there are no benefits associated with these charges. Keep in mind that opting for voluntary donations will result in additional costs beyond the standard utility service. There are three donations which you may choose to include in the bill. You may terminate them at any time by contacting our customer service department at 979-849-4634 (Option 2, 1).

  • I. PURPOSE. The City of Angleton is responsible for protecting the drinking water supply from contamination or pollution which could result from improper private water distribution system construction or configuration. The purpose of this service agreement is to notify each customer of the restrictions which are in place to provide this protection. The utility enforces these restrictions to ensure the public health and welfare. Each customer must sign this agreement before the City of Angleton will begin service. In addition, when service to an existing connection has been suspended or terminated, the City of Angleton will not re-establish service unless it has a signed copy of this agreement.

    II. RESTRICTIONS. The following unacceptable practices are prohibited by State regulations.

    A. No direct connection between the public drinking water supply and a private water system is permitted. Potential sources of contamination shall be isolated from the public water system by an air-gap or an appropriate backflow prevention device.

    B. No cross-connection between the public drinking water supply and a private water system is permitted. These potential threats to the public drinking water supply shall be eliminated at the service connection by the installation of an air-gap or a reduced pressure-zone backflow prevention device.

    C. No connection which allows water to be returned to the public drinking water supply is permitted.

    D. No pipe or pipe fitting which contains more than 0.25 % lead may be used for the installation or repair of plumbing at any connection which provides water for human use.

    E. No pipe or pipe fitting which contains more than 8.0% lead exists in private water distribution facilities installed on or after July 1, 1988 and prior to January 4, 2014.

    F. No solder or flux which contains more than 0.2% lead can be used for the installation or repair of plumbing at any connection which provides water for human use.

    III. SERVICE AGREEMENT. The following are the terms of the service agreement between the City of Angleton and the customer {customersFull}

    A. The City of Angleton will maintain a copy of this agreement as long as the customer and/or the premises is connected to the City of Angleton.

    B. The customer shall allow his/her property to be inspected for possible cross-connections and other potential contamination hazards. These inspections shall be conducted by the City of Angleton or its designated agent prior to initiating new water service; when there is reason to believe that cross-connections or other potential contamination hazards exist; or after any major changes to the private water distribution facilities. The inspections shall be conducted during the City of Angleton's normal business hours.

    C. The City of Angleton shall notify the customer in writing of any cross-connection or other potential contamination hazard which has been identified during the initial inspection or the periodic reinspection.

    D. The customer shall immediately remove or adequately isolate any potential cross-connections or other potential contamination hazards on his premises.

    E. The customer shall, at his/her expense, properly install, test, and maintain any backflow device required by the City of Angleton. Copies of all testing and maintenance records shall be provided to the City of Angleton.

    IV. ENFORCEMENT. If the customer fails to comply with the terms of the Service Agreement, the City of Angleton shall, at its option, either terminate service or property install, test, or maintain an appropriate backflow prevention device at the service connection.
