High Impact Period (HIP) - Alternate Security Plan Submission
This form is only for local businesses and lodging establishments located within a designated High Impact Area as defined by City ordinance. The High Impact Period for Spring Break 2026 is: March 28, 2026 – April 11, 2026. Businesses and lodging establishments operating within a High Impact Area during this period are subject to additional public safety and security requirements under the ordinance. In lieu of standard requirements, eligible locations may submit an Alternative Security Plan for review by the Panama City Beach Police Department. Submission of this form does not guarantee approval. All Alternative Security Plans will be reviewed to determine whether they are sufficient to meet the intent of the ordinance and ensure public safety during the High Impact Period. The Police Department may request additional information, impose conditions, or deny a plan if it is determined to be inadequate.
