  • MARCO Self Readiness Assessment

    MARCO is committed to growing the grassroots recovery movement across Minnesota. The self-assessment is the first step in the MARCO RCO certification process. 
  • The self-assessment is intended to help your organization get ready for the MARCO RCO certification process. It should take approximately 15-30 minutes to complete. Your responses will help you and MARCO identify areas where you might need coaching, mentorship, or other resources before you submit your RCO certification application. The topics addressed in the self-assessment align with Recovery Community Organization criteria defined in Minnesota Statutes 245B.01 Subdivision 8 and 254B.05 Subdivision 1, and National Standards for Recovery Community Organizations.

    Your answers to these questions in no way preclude, guarantee, or otherwise influence MARCO certification and are intended only as a guide to help you get ready for your application.

    RCOs achieve their recovery-oriented missions through the activities identified in Minnesota Statute 245B.01 Subdivision 8. These activities fall under the three core strategies below.

  • Section three: LEGAL STRUCTURE, CONFLICTS OF INTEREST, & AUTONOMY

    Minnesota statute requires that RCOs must "be nonprofit organizations under section 501(c)(3) of the Internal Revenue Code, be free from conflicting self-interests, and be autonomous in decision-making, program development, peer recovery support services provided, and advocacy efforts for the purpose of supporting the recovery community organization's mission."

    Minnesota statute requires that RCOs must "be led and governed by individuals in the recovery community, with more than 50 percent of the board of directors or advisory board members self-identifying as people in personal recovery from substance use disorders".

  • Section five:  RECOVERY from SUBSTANCE USE DISORDER FOCUS

    Minnesota statute requires that RCOs "have a mission statement and conduct corresponding activities indicating that the organization's primary purpose is to support recovery from substance use disorder."

  • Section six:  ONGOING COMMUNITY ENGAGEMENT with an IDENTIFIED REGION & POPULATION

    Minnesota statute requires that RCOs "demonstrate ongoing community engagement with the identified primary region and population served by the organization, including individuals in recovery and their families, friends, and recovery allies."

    Minnesota statute requires that RCOs "be accountable to the recovery community through documented priority-setting and participatory decision-making processes that promote the engagement of, and consultation with, people in recovery and their families, friends, and recovery allies."

  • Section eight: NON-CLINICAL PEER RECOVERY SUPPORT SERVICES

    Recovery Community Organizations provide recovery support services that are primarily non-clinical and delivered by peers (people with lived experience of substance use issues and recovery).

    Minnesota statute requires that RCOs "have written policies that allow for and support opportunities for all paths toward recovery and refrain from excluding anyone based on their chosen recovery path, which may include but is not limited to harm reduction paths, faith-based paths, and non faith-based paths."

    Minnesota statute requires that RCOs "maintain organizational practices to meet the needs of Black, Indigenous, and people of color communities, LGBTQ+ communities, and other underrepresented or marginalized communities. Organizational practices may include board and staff training, service offerings, advocacy efforts, and culturally informed outreach and services."

  • Section eleven: RECOVERY FRIENDLY LANGUAGE & STIGMA REDUCTION

    Minnesota statute requires that RCOs use recovery-friendly language in all media and written materials that is supportive of and promotes recovery across diverse geographical and cultural contexts and reduces stigma.

    Minnesota statute requires that RCOs "establish and maintain a publicly available recovery community organization code of ethics and grievance policy and procedures."

    Organizations that submit applications for RCO certification are required to submit documentation of their activities to demonstrate they have put into practice the criteria that define RCOs. Applicants must also provide documents that verify their compliance with applicable law.
