• 2026 Questionnaire for Applicants Seeking Admittance to exercise the Profession of Legal Procurators in Malta

  • Prior to compiling the questionnaire, you are kindly requested to read through the Guidelines on the 'Fit and Proper' Requirements for Legal Procurators.

  • COMMITTEE FOR ADVOCATES AND LEGAL PROCURATORS (“COMMITTEE”)

     

    This questionnaire is to be completed by persons wishing to be considered to be admitted to exercise the profession of Legal Procurator in Malta.

     

    ALL PERSONS WISHING TO BE CONSIDERED FOR ADMITTANCE TO EXERCISE THE PROFESSION OF LEGAL PROCURATOR IN MALTA ARE TO COMPLETE THIS QUESTIONNAIRE TOGETHER WITH ALL SUPPORTING DOCUMENTS AND ATTACHMENTS IF NECESSARY AND TO SUBMIT THE WHOLE APPLICATION BUNDLE TO THE ADDRESS BELOW.


    IMPORTANT:

    The application process and required documentation were approved in June 2023.

    All persons seeking to be admitted to exercise the profession of Legal Procurator in Malta MUST submit their application using this Questionnaire (the January 2026 Questionnaire) and the Authorisation and Consent Form pursuant to the new application process. 

     

    Please DO NOT provide letters of reference or a separate curriculum vitae.

     

    For your convenience, until the COMMITTEE develops its own website, it has made available on the website of the Department of Justice (www.justice.gov.mt) and the website of the Chamber of Advocates (www.avukati.org), the necessary forms as well as guidance to assist you in submitting your application. Before completing and returning these forms, you should familiarize yourself with all the sections in the Guide.

     

    NOTE: Application Packages will be reviewed by the COMMITTEE in order of receipt. It is the responsibility of the applicant to ensure that his or her Application Package is complete and that all materials have been successfully delivered to the COMMITTEE. Incomplete Application Packages may not be considered by the COMMITTEE. Failure to make full and accurate disclosure during your application may in itself be treated by the COMMITTEE as evidence of your unsuitability for admittance to exercise the profession of Legal Procurator in Malta.

    All information collected by the COMMITTEE as part of the application process including the January 2026 Questionnaire and the Authorisation and Consent Form together with supporting documentation of attachments as required (the “Application Bundle”) is collected by the COMMITTEE for the purpose of conducting its evaluation of an applicant and whether the applicant is a fit and proper person to be admitted to exercise the profession of Legal Procurator in Malta.

    (C)     ALL QUESTIONS MARKED BY A RED ASTERIX (*) ARE COMPULSORY QUESTIONS. YOU WILL BE UNABLE TO PROGRESS THROUGH THE APPLICATION UNLESS YOU ANSWER THESE QUESTIONS;

Explanatory Note: This question seeks to identify applicants who have been subject to financial difficulties where harm has been caused to creditors; where the harm could or should have been foreseen; and where no honest attempts to repay have been made.   • The work of a Legal Procurator can be stressful. Applicants must be in sufficiently good health to properly undertake the tasks expected of them and to safeguard their mental and emotional well-being. Please answer the questions below. If any of your answers is in the affirmative, please set out an explanation in the space provided below. If any information is irrelevant it may be omitted, but the onus remains on you to submit all relevant information in accordance with the Guidelines. You are reminded that you should err on the side of the provision of more rather than less information. If you are in any doubt, you may wish to contact the Committee to discuss the matter.

  • I solemnly declare that I have completed this questionnaire to the best of my knowledge and belief and that all information contained herein is true and correct in all material respects; that I have not omitted to provide any information which I am aware of and which could have a material effect on the outcome of my assessment for admittance to exercise the profession of Legal Procurator in Malta. I understand that it is my complete responsibility to ensure the truthfulness and accuracy of the information contained in this document and that it is likewise my full responsibility to provide, and not to omit, any information to the COMMITTEE which can have a negative bearing on the outcome of my application. I further certify that all information set out in documents attached to this questionnaire are true and correct in all material respects. I acknowledge and agree that in the event that any declaration made herein is found to be misleading I shall be liable to disciplinary action.

     

    I further understand and acknowledge that there may be further checks that the COMMITTEE may wish to complete in connection with my application, and I hereby consent to the COMMITTEE undertaking and conducting such checks.

     

    By signing below I understand that the Committee for Advocates and Legal Procurators will automatically refer any suspected breach of this agreement to the competent authorities or other relevant regulatory body to consider as a potential breach of my professional obligations, or as misconduct, and this could result in disciplinary action by my regulator. I acknowledge and accept that any evidence that a candidate has breached this agreement might result in disqualification from this and future exercises.
