  • The City of West St. Paul recognizes the benefits that participating in recreational opportunities can have on health, wellness, and the overall positive impacts that it can have on a community. Access to Rec provides qualifying West St. Paul residents scholarships to help participate in fee-based programs and events.

  • How it Works:

    Qualifying residents can receive scholarship dollars to enroll in fee- based events and/or programs during a calendar year (January-December). Eligibility and scholarship amount is based on household size and income.

  • Not Scholarship Eligible:

    • Adult Athletic Leagues
    • Contracted Programs such as ARTrageous Adventures, Mayer Arts, Music Together, and Tech Academy.
    • Facility Rentals
    • Field Trips
    • Pool Passes
    • Programs $10 or under

  • After your application is submitted, staff will email a link for you to securely upload your proof of address and income

    Tax on programs is not scholarship eligible - youth programs are not taxable and adult programs are taxed at 8.625%.
