  • Expression of Interest: Register your Agenda Public Question at a Council Meeting

    Submit up to three questions, related to a Council Meeting Agenda topic.
  • Before you move on, please read these conditions thoroughly:

    • A maximum of three questions can be submitted (or a combined total of three questions for related parties or groups).

    • Your questions must be clear and legible and not exceed 200 words, including any preamble and additional information.

    • Questions must be related to a matter within the duties, functions and powers of Council and not relate to operational matters.
    • A question may only be split into a maximum of two parts.

    • You may request to read your question at the Council Meeting, however someone else cannot read it for you.

    • Only the questions submitted in advance may be read out at the Council Meeting. No changes or new questions are allowed.

    • You do not need to attend the Council Meeting for your question and response to be read out.

    • The Chief Executive Officer retains the discretion, in consultation with the Mayor, to not refer questions to a Council Meeting if there is a more effective or appropriate way to respond to the matters raised.

    • A question can be disallowed as per Council's Governance Rules, available on Council's website. Disallowed questions will not be read out and recorded in the minutes. If a disallowed question relates to Council business, it may be referred to as a customer request.

    • Direction of the Chair and Council’s Governance Rules, particularly Division 12 – Behaviour, must be followed at all times during a Council Meeting.

  • Before you submit this form, please ensure your Expression of Interest is compliant with the conditions above.

    It is important to note that:

    • You must abide by the direction of the Chair at the Council Meeting and in accordance with Council's Governnce Rules, particularly Division 12 – Behaviour.

    • Your name and details of the submitted questions will be recorded in the Minutes for the Council Meeting and will be publicly available on Council's website.

    • If reading out your question(s), you must not raise any additional questions or alter these submitted question(s) at the Council Meeting.

    • You do not need to attend the Council Meeting for your question to be read and answered.

    • Council will comply with the Privacy and Data Protection Act 2014 (Victoria) by only using personal information to consider the question(s).

    • If your questions are in regards to a land use planning matter, you must indicate whether you are submitting in support of or in opposition to the Planning Permit Application or Planning Scheme Amendment.

    Questions may not be allowed where the question is deemed to be:

    • Defamatory, indecent, abusive, offensive, irrelevant or objectionable in language or substance;

    • Derogatory or designed to embarrass a Councillor or a member of Council staff;

    • Related to personnel, industrial, contractual, proposed developments, legal advice or law enforcement matters;

    • Related to subject matter previously publically answered, repetitious or vexatious;

    • Breaching Council’s confidentiality obligations;

    • Illegible, vague or not make sense; and/or

    • Related to any other matter which Council considers would prejudice Council or any person.

    Once this form is submitted, an automatic acknowledgement will be emailed to the recipient.
