    2026 Certificate of Transfer and Property Sale Inspection Application

    • The Certificate of Transfer is required to accompany the sale of every property in the City of Reading as per City of Reading Codified Ordinance Chapter 431, Part 2.  Applications for Certificate of Transfer received less than 15 days prior to settlement will require an additional $25 RUSH fee.
    • Per ordinance Chapter 431, Part 2, a Property Sale Inspection is required for every property that transfers within the City of Reading.  The initial inspection fee is $200 and must take place prior to settlement.  If the property being transferred is a vacant lot (no existing structure on the premises) the cost for the inspection is reduced to $100.  If a re-inspection is needed, the fee for such is included in the initial inspection fee.  Any application for Property Sale Inspection that is received less than 15 days prior to settlement will require an additional $50 RUSH fee.  The cost and abatement of any/all code violations will be the responsibility of the seller, unless a notarized statement is received by the Property Maintenance Division signed by the buyer, stating that they are aware of all outstanding violations.  *Please note, due to the short notice set up of Property Sale Inspections, reminder letters with a date and time will not be mailed out.  The only form of confirmation will be by email or telephone.  The Property Maintenance Transfer Officer will call in advance to arrange an inspection date and time.
    • As per the City of Reading Property Maintenance Code 107.6, it is unlawful for the owner of any dwelling unit, structure, or lot whom is not in compliance with any or all City code(s) or ordinance(s) to sell, lease, transfer, mortgage, or otherwise dispose of said unit, structure, or lot, without first complying - OR-  the Property Maintenance Transfer Officer must receive a notarized statement from the buyer, acknowledging the receipt of such compliance order or notice of violation and fully accepting the responsibility without condition for making the corrections or repairs required by such compliance order or notice of violation.

    No fee is required for a Certificate of Transfer. Applications received less than 15 days prior to settlement will require a $25 RUSH fee for Certificate of Transfer and $50 for Property Sale Inspection (This fee will not begin until 3/1/2026)
