Affordable Opportunities for California-Based Senior and ID/DD Professionals

    Jacqueline Lawrence, Human Service Professional

Hello.  I'm Jacqueline Lawrence, and human services is not just my profession—it is my lifelong calling. Born and raised in California, my journey began at just six years old, accompanying my mother to her job at what was then known as a convalescent hospital (now an RCFE). In 1978, by sixteen, I was already helping her develop Business Plans and Program Designs for multiple licensed residential facilities—hers, her colleagues’, and eventually, my own. Service, leadership, and systems-building were woven into my life early; prior to attending college and earning my degree in Business Administration from Tuskegee University.

While I deeply value providing direct services to seniors and individuals with ID/DD, throughout my 40+ years in the field, many desiring to become Human Service Business owners have requested my support and I eventually made a pivotal career decision to support and counsel others who wanted to launch out into the deep to create their own businesses.  In 2005, I began specializing in Consulting services, supporting, teaching, and empowering others, while earning a strong income, working at home, and setting my own work schedule.

Through decades of experience across home care, private duty, day programs, nursing homes, K-12 schools, licensed care, IHSS, and Supportive Living Services, I discovered five (5) niches for proven, home-based business opportunities—some contracted, some non-contracted—available in California and possibly beyond. These opportunities are designed specifically for professionals who serve seniors and individuals with ID/DD and want flexibility, autonomy, respectable rates, and meaningful impact.

If you are ready to stop pouring into other people's dreams and start building something that serves a respectable profession and income—our proven, affordable Human Service Business Plans may just be the opportunity you’ve been waiting for.

Senior Safety Support Services (Fall Prevention, Non-Contracted). This comprehensive Business Plan provides a structured pathway to establishing a professional in-home service supporting seniors and individuals with disabilities throughout your local community—and potentially expanding into surrounding regions as your practice grows. The demand for fall prevention and in-home safety services is both substantial and increasing. National data indicates that one in four seniors experiences a fall each year, many resulting in injury, hospitalization, loss of mobility, and decreased independence. These statistics highlight a critical need for proactive, preventative services that reduce risk before a crisis occurs. Through this model, you will be positioned to deliver specialized, evidence-informed, and person-centered supports tailored to the unique needs of each individual served. Services may include comprehensive safety assessments, environmental modification recommendations, mobility coaching, caregiver education, and ongoing risk-reduction strategies designed to preserve independence and dignity. This essential safety service plays a direct role in helping individuals remain safely in their homes—often preventing costly hospitalizations, long-term rehabilitation, or premature institutional placement. As a trusted member of the community’s broader health and safety network, you will collaborate with healthcare providers, case managers, discharge planners, families, and community agencies who recognize the value of preventative intervention. Additionally, by strategically networking with medical professionals, social service providers, senior centers, and disability service agencies, you will build a strong referral base and expand your client portfolio. As awareness of your services grows, so does your capacity for sustainable revenue and long-term professional growth. This is more than a business opportunity—it is a mission-driven model that aligns financial viability with meaningful community impact.

Senior Safety Support Services (Fall Prevention, Contracted). If you have professional experience serving individuals with intellectual and developmental disabilities (ID/DD), this represents a rare and strategic opportunity to establish your own specialized fall prevention service while contracting with a state agency to receive client referrals. Fall prevention within the ID/DD population is a critically important yet frequently underdeveloped area of service. Research and field experience indicate that adults of all ages with ID/DD experience falls at rates comparable to non-ID/DD older adults. This reality underscores a significant and growing need for structured, preventative interventions tailored to this community. As a contracted provider, you would conduct comprehensive fall risk assessments to identify environmental, medical, behavioral, and mobility-related risk factors. Based on your findings, you would implement individualized, in-home prevention strategies designed to reduce risk and promote safety, stability, and independence. Ongoing follow-up services would allow you to monitor progress, reinforce safety practices, and adjust interventions as needed. This model not only addresses a substantial service gap but also allows you to build a meaningful, sustainable practice focused on enhancing safety and quality of life for individuals with ID/DD.

Emergency and Disaster Planning and Preparation Assistance (Non-Contracted). Emergency and disaster planning services are not a luxury for seniors and individuals with physical disabilities — they are a necessity. Older adults and people with mobility, medical, or cognitive limitations are disproportionately impacted during emergencies such as wildfires, earthquakes, power outages, extreme heat, and severe storms. Those living alone face even greater risk, as they may lack immediate assistance, rapid transportation, or the physical capacity to respond quickly. Without a structured emergency plan, a manageable situation can quickly become life-threatening. Proactive planning significantly reduces confusion, panic, and preventable harm. Providing Emergency and Disaster Planning Assistance strengthens independence while increasing safety and confidence. When individuals have organized emergency contacts, accessible supplies, evacuation routes, and practiced response drills, they are better equipped to act decisively. Families gain peace of mind, healthcare systems face fewer avoidable crisis admissions, and communities become more resilient overall. For seniors and physically disabled individuals — particularly those living alone — this service can mean the difference between vulnerability and preparedness, isolation and protection, risk and survival.

Residential Care for Adults and Seniors (Contracted)

Starting a residential care facility in the state of California offers both meaningful community impact and strong long-term business potential. With a growing population of seniors and individuals with disabilities, the demand for quality residential care continues to rise. This creates consistent need for safe, supportive, and well-managed homes that promote dignity, independence, and individualized care. Entrepreneurs entering this field have the opportunity to provide a vital service while building a stable, purpose-driven enterprise in a highly regulated and professionally respected sector.

Beyond financial opportunity, operating a residential care facility allows owners to directly improve the lives of vulnerable individuals and their families. Residents benefit from structured support, daily living assistance, medication management, social engagement, and a safe living environment tailored to their needs. Families gain peace of mind knowing their loved ones are receiving attentive, compassionate care. For many operators, the greatest reward is witnessing residents maintain stability, develop life skills, and experience improved quality of life within a nurturing home setting.

From a business standpoint, residential care facilities in California can offer sustainable revenue through private pay, regional center placements, or other approved funding sources. With proper licensing, compliance, and staffing, owners can build long-term occupancy and referral relationships within the community. Additionally, the model allows for scalability—operators may expand to multiple homes or specialize in specific populations. When managed with professionalism, regulatory awareness, and a commitment to quality care, a residential care facility can provide both financial sustainability and deep personal fulfillment.
