Phase 1: Transmission-scale – Tranche 2

Final Application

 

The New Jersey Board of Public Utilities ("BPU") invites eligible parties to submit this Final Application as part of Tranche 2 of the Garden State Energy Storage Program ("GSESP"). Tranche 2 is open to transmission-scale projects, including standalone storage, storage additions to existing solar, and solar-plus-storage resources. However, storage additions to existing solar and the storage component of any solar-plus-storage resource are only eligible if they do not and will not receive any storage incentives from the Competitive Solar Incentive ("CSI") program.

 

Please be advised that this application, and all information and documentation submitted in connection to it, will be subject to the provisions of New Jersey’s Open Public Records Act (“OPRA”).   If you wish to assert confidentiality regarding any of the information submitted, you must comply with the provisions of the Board’s procedures pertaining to the submission of information claimed to be confidential, set out at N.J.A.C. 14:1-12 et seq. [LINK]  For purposes of claiming confidentiality with regard to a bid made in response to this solicitation, bidders shall submit with/upload with their bids 1) a redacted public copy, conforming to the requirements of N.J.A.C. 14:1-12.3, created by printing out a copy of the completed application, redacting the information claimed by the bidder to be confidential, and scanning the resulting document, and 2) a written affidavit, conforming to the requirements of N.J.A.C. 14:1-12.8, specifically justifying why confidential treatment is claimed for all redacted information the bidder wishes to keep confidential. In the absence of any objection from the applicant, Board Staff may share confidential data or information the applicant provides with the Division of Rate Counsel, provided the Division of Rate Counsel executes a non-disclosure agreement that bars it from disclosing that confidential data or information.

 

Bidders should be aware that a confidentiality claim made in accordance with the Board’s rules will ensure only that, in the event a records request is submitted seeking the claimed confidential information or the Board is otherwise required by law to disclose the information, bidders will receive notice and an opportunity to be heard prior to the public release of the information claimed to be confidential. The submission of a confidentiality claim does not guarantee that the Board’s Records Custodian, if required, will ultimately determine that the information claimed to be confidential should be kept confidential. In the event the Records Custodian determines information claimed to be confidential is not entitled to confidential treatment, that information is subject to public disclosure.

A non-refundable application fee of $200 per MW is due at the time of submission.

Certification:

1. I affirm that I am the principal of the applying organization and I am authorized to submit this preapplication and hereby certify, under penalty of perjury, that the information containted herein is true and accurate to the best of my knowledge. 
2. I hereby certify, under penalty of perjury, that this response has been made and submitted in good faith to the best of my knowledge and without collusion or fraud with any other person. As used in this certification, the word "person" shall mean any natural person, business, partnership, corporation, union, committee, club, or other organization, entity, or group of individuals.
3. I acknowledge that should I receive an award, the following information will be made public: Bidding party name, bid price, and Project capacity.
4. I acknowledge that whether or not I receive an award, all information in my pre-qualification request, including the information identified above, will be subject to the provisions of the OPRA and that if I wish to designate one or more parts of my application as confidential, I must comply with the provisions of the Board's procedures for determining the confidentiality of submitted information at N.J.A.C. 14:1-12. I acknowledge that, pursuant to N.J.A.C. 14:1-12.8(c), if I do not assert a confidentiality claim at the time of application submission, I shall be deemed to have waived all claims of confidentiality.
5. I affirm that my organization is not an Electric Distribution Company ("EDC").
6. I affirm that the project in question has not applied for or received a financial incentive from the SuSI program for the energy storage capacity for which my organization seeks a GSESP incentive, and I acknowledge that any solar-plus-storage Project awarded for its energy storage capacity cannot receive a CSI Program solar-plus-storage incentive for that same energy storage capacity in the future.
