The applicable legal framework provides for the registration of agricultural land with the Agricultural Directorate for monitoring purposes, with the primary objective of ensuring that agricultural land is actively cultivated and properly managed rather than left abandoned. This registration requirement is principally linked to the farmer or cultivator responsible for the land and the declared agricultural activity carried out thereon.
In addition to cultivator registration, the Agency maintains complementary ownership records for administrative reference and traceability. To give landowners peace of mind that their ownership is formally recorded, even in cases where a farmer is already registered as the cultivator of the land, owners may submit an optional Application for Registration of Ownership of Agricultural Land. This facility was introduced following requests from landowners who sought to have their ownership details formally reflected in the Agency’s records, ensuring that their legal interest in the land is officially acknowledged.
Ownership registration under this form is administrative in scope and is separate and distinct from farmer or cultivator registration. It does not replace, override, or duplicate the registration of the farmer cultivating the land, nor does it confer, confirm, or recognize any cultivation or operational rights over the land. Where a farmer who is not the owner is already duly registered as the cultivator of the land, the owner is not required to register and may choose not to submit this form.
