  • Dear Community Care Program Homecare Aide/Supervisor:

  • Thank you for your dedicated service and commitment to the Department's Community Care Program (CCP) participants to enable them to live independently in the comfort of their homes.
  • The 21st Century Cures Act mandates that states implement Electronic Visit Verification (EVV) for Medicaid- funded Home Health Care Services (HHCS) that require an in-home visit by a provider. Additionally, the Save Medicaid Access and Resources Together (SMART) Act, or Public Act 097-0689 has required EVV since July 1, 2013. Your employer's EVV system must be compliant with the Illinois Department on Aging's (IDOA) updated EVV Policy that was published on March 2, 2026.
  • All HCAs must cooperate with their employer to ensure compliance with this mandatory EVV provision. To be compliant with this policy, when delivering CCP in-home services all homecare aides (HCAs) must use EVV to record:
    1. The type of service performed.
    2. The individual receiving the service.
    3. The date of the service.
    4. The location of the service delivery.
    5. The individual providing the service.
    6. The time the service begins and ends.
  • The electronic log-in and out times are required to generate your payroll and are recorded by your employer to accurately bill for services in accordance with IDoA's policies. In the event of an EVV outage at the time of service delivery, you must notify your employer immediately. Failure to adhere to the EVV requirements may result in adverse contract action by the Department to your employer and your ability to serve CCP participants.
  • CCP participants rely greatly on your invaluable service which enables them to live in their home in the community. Being timely, ethical, and professional when fulfilling the participant's authorized Plan of Care is essential to uphold the integrity of the program. Report any instances of waste, abuse, or fraud to the Care Coordination Unit and Illinois Department on Aging's Senior HelpLine at 1-800-252-8966; 711 (TRS).
  • Homecare Aide Acknowledgement

  • I hereby acknowledge receipt of the homecare aide notification letter and understand that my employer and its homecare staff must comply with the Illinois Department on Aging's EVV requirements. Nothing herein restricts the provider agency in its capacity as employer of the homecare aide from establishing internal policies that responsibly govern the use of their EVV system, related emergency backup procedures, training, and disciplinary measures to ensure the provider agency's compliance with the Department's EVV provisions.
