    Funding for Safety Projects consistent with our Safety Action Plan
    • Overview 
    • In March 2026, the DCTC adopted a Transportation Safety Action Plan (SAP). Through this solicitation, municipalities and public agencies can apply for federal funding for transportation safety projects on public roads, consistent with the SAP.

      (Note: if the project involves a State or County road, please discuss it with NYSDOT or County DPW-Engineering for concurrence before applying.)

      The SAP includes recommendations for location-specific safety improvements (see the Hotspot Screening Map, Countermeasure Toolkit, and Location Report), as well as 'systemic' treatments that can be applied across multiple locations with similar characteristics (see the Systemic Screening Maps, Systemic Countermeasures Report, and Filterable spreadsheet).

      About $2.5 million in Highway Safety Improvement Program (HSIP) funding is available. Federal funds cover 80% of project costs, so a 20% local match is required. Project sponsors must follow the federal aid process, as outlined in NYSDOT's Local Projects Manual.

      Projects will be evaluated based on their feasibility and consistency with the SAP. Awarded projects will be added to our Capital Program, or TIP.

      Schedule (subject to change)

      • June 1, 2026: Solicitation issued
      • July 2, 2026: Project applications due by 4:00 pm
      • August 2026: Project selection
      • September 2026: Selected project(s) added to the Capital Program (TIP)

      Instructions

      This application is hosted on Jotform. Compatible browsers include Chrome, Firefox, Edge, and Safari. No account is needed—just click “Skip” at the bottom of any pop-up box to proceed. 

      1. Submit one application per project.
      2. Answer all fields with the relevant project information. Required fields are marked with an asterisk (*).
      3. Error messages will appear in red if there are data entry issues. You must fix these errors before you can submit the application.
      4. When the application is submitted, you will receive an email confirmation with a pdf version of the completed form. The DCTC will automatically receive a copy of the pdf as well.

      Helpful Tips:

      • Save your work regularly as you fill out the form. This will allow you to return to an open application (so you don't have to fill it all out at once).
      • Avoid clearing your browser cookies before saving, as this could cause you to lose your progress.

      Consultants may prepare all or part of a project application on behalf of a municipality, but they may not participate in a competitive solicitation for consultant services for the same project, unless the consultant has been procured through a competitive process that included subsequent phases of the project, such as design, construction support, and construction inspection of the project.     • Project Eligibility

      To be eligible for HSIP funding, projects must be on a public road and consistent with the recommendations in our Safety Action Plan.

    • Project Administration

      While HSIP funding can be used on any public road, it is federal funding, so project sponsors must follow the local federal-aid process. See NYSDOT's Training Resources and Local Projects Manual for more information about the administration and management of a locally-sponsored federal aid project.

    • Project Delivery

      The project sponsor is expected to complete the project as proposed, if funded. However, the DCTC understands that the design process may uncover challenges that prevent the project from being completed exactly as described.

      Minor changes can be approved by DCTC staff, while significant project changes will be subject to DCTC voting member approval (see Attachment 2 of our Bylaws).

      The project sponsor is expected to work with the DCTC and NYSDOT’s Local Projects Unit to ensure that the project is completed on schedule.

      Any cost overruns are the Project Sponsor's responsibility.

    • Accurate cost estimates are an important part of the project evaluation process. NYSDOT has several tools that can assist:

      Federal funding can cover a maximum of 80% of the Total Project Cost. A minimum 20% local match is required (based on the Total Project Cost). A higher local match can indicate strong local support and commitment.
