Carroll Community Festival Pageant Rules & Regulations 2026&#13;&#10;___________________________________________________________________________________&#13;&#10;&#13;&#10;Rules enforced per discretion of Village Carroll Festival Committee / Pageant Coordinator.&#13;&#10;&#13;&#10;1. All contestants ages 5 & up must reside within or attend the Bloom-Carroll School District. The contestant must reside at the address as listed on the pageant application.*Residence will be verified by the Pageant Coordinator or Festival Committee.  &#13;&#10;&#13;&#10;2. No makeup is allowed on contestants in the Baby Pageant (ages 0-4). Light make-up on children ages 7-10 is allowed (ie: lip gloss, mascara, and light powder). Age appropriate makeup is permitted for ages 11 & up. Make-up use is at parent(s) discretion only and is not required. &#13;&#10;&#13;&#10;3. Hair pieces and flippers are not permitted. &#13;&#10;&#13;&#10;4. Spray tans and extensions are permitted for Junior Miss and Miss Contestants only.&#13;&#10;&#13;&#10;5. Female Contestants:  Dresses can be anything from Sunday best to formal or prom attire. No cupcake style dresses on contestants ages 5 & up.  We are a family friendly competition, please only age appropriate outfits. Anything revealing or sexy is absolutely not allowed. No contestant can wear gowns or outfits with upper thigh-high slits, cutouts showing too much skin, mini-skirts, or deep plunging necklines revealing too much cleavage. Strapless gowns are allowed in the Little Miss and above divisions. Contestants in the Miss division are allowed to have a modest slit in their gown. Two-piece gowns and gowns with cutouts are allowed as long as they are modest and sophisticated, and not sexy or too revealing.&#13;&#10;&#13;&#10;6. Male Contestants:  “Sunday Best” to formal attire.&#13;&#10;&#13;&#10;7. All Queens/Kings are required to represent the Carroll Community Festival Court at the Carroll Community Festival. The Queen and her Court are encouraged to attend other community functions to represent the Village of Carroll.  This includes fundraisers, parades, and community service throughout his and/or her reign as requested by the Pageant Coordinator.&#13;&#10;&#13;&#10;8. All contestants and winners are required to participate in the Carroll Community Festival Parade on the morning of Saturday August 15th, 2026. The Pageant Coordinator will specify whether via float or vehicles and must comply with the Pageant Coordinator’s decision. Please refer, complete, and submit the Parade Entry Form included in this packet.&#13;&#10;&#13;&#10;9. All Queens for divisions, except for baby contest winners, are considered traveling court and are required to participate in no less than two parades in the surrounding communities throughout their reign (other than the Carroll Community Festival Parade). The traveling court is also required to participate in no less than two community events or fundraisers within the Carroll Community. Such events include, but not limited to:  Trick or Treat, “A Christmas Carroll”, Easter Egg Hunt, car show, fish frys, spaghetti dinner, etc.  Runner-ups in each division are not required, but highly encouraged to participate.&#13;&#10;&#13;&#10;10. All Queen winners (Tiny  Miss, Little Miss, Jr. Miss, and Miss) are required to return the following year to crown their successor. Titleholders ages 5 and up may not compete the year immediately following their reign (e.g., 2025 winners may not compete in 2026, but may return in 2027).&#13;&#10;&#13;&#10;11. All contestants/winners are required to conduct themselves with poise and decorum at all times. Bad sportsmanship and gossip will not be tolerated and are cause for disqualification during a competition, and in extreme cases the loss of your title if you are a reigning queen. We take this very seriously and have zero tolerance for inappropriate behavior of any kind. Participants and their guests shall not disparage the Carroll Community Festival or Pageant, its associated events, or any fellow contestants, through any means, including but not limited to, oral, written, or social media platforms. Engaging in disparagement will lead to the automatic forfeiture of titles and prizes.&#13;&#10;Parent(s)/guardian(s) are required to follow all pageant rules set forth by the festival committee and the Pageant Coordinator or risk ban in future festival pageant events.&#13;&#10;&#13;&#10;12. No contestants, parents, or family members are permitted to approach judges before, during OR after the pageant. Judges are not permitted to discuss pageant scores amongst themselves or others at any time with the exception of the Pageant Coordinator.&#13;&#10;&#13;&#10;13. Scores and score sheets are property of the Carroll Community Festival Pageant Coordinator and the Carroll Community Festival. &#13;&#10;&#13;&#10;14. These rules serve as guidelines to appropriate behavior and are not inclusive. The Carroll Community Pageant Coordinator and Festival Committee will decide whether disciplinary action is necessary.&#13;&#10;&#13;&#10;15. FAILURE TO COMPLY WITH ANY RULES MAY RESULTS IN THE LOSS OF YOUR TITLE AS WELL AS ANY AWARDS YOU MAY HAVE RECEIVED AND/OR ASSOCIATED COSTS. &#13;&#10;&#13;&#10;16. FALSIFICATION OF ANY PROVIDED INFORMATION, INCLUDING ADDRESS OF RESIDENCE, WILL RESULT IN FORFITURE AS LISTED IN LINE 15.&#13;&#10;&#13;&#10;Photo Release:  I authorize the Carroll Community Festival permission to use photos of my daughter or son in all forms of event advertising such as, but not limited to:  news publications, social media platforms, and the event website to promote the Carroll Community Festival Pageant and Festival. &#13;&#10;&#13;&#10;Injury/Liability Waiver:  I RELEASE the Village of Carroll, Carroll Community Festival Committee and its Volunteers, Pageant Director and any Affiliates and Sponsors from any and all legal responsibilities should my daughter or son become hurt or injured while participating at this or any event associated with the Carroll Community Festival and/or the Village of Carroll.  I shall NOT hold the Carroll Community Festival or the Village of Carroll legally liable for any incidents and misunderstandings pertaining contestant/pageant rules and regulations.  I understand that contest participation is at your own risk.&#13;&#10;
