Demand Congress Pass the Protect America’s Workforce Act (H.R. 2550)
To the Members of the United States Senate and House of Representatives:
We, the undersigned, demand the immediate passage of the Protect America’s Workforce Act (H.R. 2550) to restore the collective bargaining rights of federal employees that were taken away by presidential executive order.
On March 27, 2025, an Executive Order titled “Exclusions from Federal Labor-Management Relations Programs” stripped collective bargaining rights from approximately one million federal workers across numerous federal agencies. These actions terminated or weakened existing union contracts and removed long-standing statutory protections that federal employees had relied upon for decades.
Federal workers already operate under significant legal restrictions. Unlike private-sector employees, federal workers cannot strike and cannot bargain over wages or benefits. Their bargaining rights are limited primarily to workplace conditions and basic representation rights. The Executive Order went further by eliminating even these limited protections across large portions of the federal workforce.
H.R. 2550 directly addresses this problem. The Protect America’s Workforce Act:
- Nullifies the Executive Order that excluded federal employees from federal labor-management relations programs
- Restores collective bargaining rights to federal employees in affected agencies
- Reinstates existing union contracts that were in effect before the Executive Order
- Protects established labor-management relationships created under federal law
The Protect America’s Workforce Act exists because rights granted by statute were removed unilaterally by executive action. Congress created federal labor-management relations law, and only Congress should decide whether those rights continue. Passage of H.R. 2550 will restore the balance of powers and reaffirm that federal workers’ statutory rights cannot be erased by executive order alone.
The United States House of Representatives has already passed the Protect America’s Workforce Act with bipartisan support. The legislation now awaits action in the United States Senate.
We therefore petition Congress to:
- Pass the Protect America’s Workforce Act (H.R. 2550) without delay
- Restore collective bargaining rights for federal employees
- Reinstate lawful union contracts terminated by executive order
- Reaffirm Congress’s authority over federal labor law
Federal employees serve the American people every day in national defense, veterans’ care, law enforcement, public health, and essential government services. Their statutory workplace rights must be restored.
We demand immediate Senate passage and final enactment of the Protect America’s Workforce Act (H.R. 2550).
