WHY IS THIS IMPORTANT?
Recent federal actions dismantling the Office of Special Education (OSERS) will shift oversight and accountability for special education compliance down to the states, and ultimately to parents. California currently lacks the infrastructure to connect and train parent leaders statewide to ensure students with disabilities receive the services and rights guaranteed under the Individuals with Disabilities Education Act (IDEA).
This leaves students vulnerable to inconsistent services, inequitable access, and weak accountability.
This is a critical moment for special education oversight in California. With federal enforcement diminishing, parents must have a powerful, coordinated voice to ensure that students receive the services and protections they are guaranteed under IDEA. AB 2189 will make this possible.
