  • To be considered for funding through the Affordable Housing Trust Fund (AHTF), all applicants must understand and agree to the following requirements:

  • Eligibility and Commitment Requirements

  • By submitting this application, the applicant acknowledges that:

    • Projects must serve individuals or families at or below annual household income of 80% of Area Median Income (AMI) of the Chicago-Naperville-Joliet Metropolitan Statistical Area (MSA) for sale units.
    • Projects must serve individuals or families at or below annual household income of 60% of Area Median Income (AMI) of the Chicago-Naperville-Joliet Metropolitan Statistical Area (MSA) for rental units.
    • Rents or sale prices must remain affordable (no more than 30% of gross household income).
    • If a loan is approved for the applicant's proposal, the applicant must sign and record liens and other legal agreements tied to the property.
    • The Village of Arlington Heights requires that financing from other sources be committed prior to the release of funds from the Affordable Housing Trust Fund.
    • Applicants must be in good standing with the Village of Arlington Heights and all outstanding fees, invoices, bills, etc. should be paid prior to funding from the Affordable Housing Trust Fund is granted to the applicant.
    • Applicants must demonstrate the ability and commitment to complete and manage the proposed project, including:
      • Demonstrating past experience of similar size and scope
      • Strong fiscal oversight and project management
  • Monitoring Requirements

    • The Village of Arlington Heights or its designee, is granted permission to conduct site visits, performance evaluations, and financial monitoring throughout the affordability period. These evaluation measures may be revised from time to time. The applicant will adhere to these revised measures. 
    • Applicants are required to submit annual complince reports after project completion and the intitiation of the project's operation. If the project falls under the standards set by the Inclusionary Housing Ordinance (IHO) (Ord. 2020-025), this compliance reporting for the Affordable Housing Trust Fund will be an additional section in the Inclusionary Housing report.
    • Additional Documentation: As a condition of funding received from the Affordable Housing Trust Fund, applicants are required to periodically submit to the Village of Arlington Heights or its designee, certain additional information and documentation as may be required for compliance with the Affordable Housing Trust Fund Guidelines.
