  • Priority Housing

     Priority Housing is a model of housing assistance that prioritizes rapid placement and stabilization in permanent housing and does not have service participation requirements or preconditions such as sobriety or a minimum income threshold. The DCA HOME-ARP Program, in line with HUD and USICH, encourages projects to adopt this service model. Please note that projects indicating a Priority Housing approach here will be evaluated on this during a routine compliance monitoring.

  • Low Barrier Housing

    Low barrier housing refers to allowing project entry to participants without any or many barriers or restrictions. This includes low or no income, current or past substance use, criminal records-with the exceptions of restrictions imposed by federal, state or local law or ordinance (e.g., restrictions on serving people who are listed on sex offender registries), and a history of domestic violence. The DCA HOME-ARP Program, in line with HUD and USICH, encourages projects to adopt this service model. Please note that projects indicating a low barriers housing approach here will be evaluated on this during routine compliance monitoring.

    Applicants for any HOME-ARP Housing Navigation will be selected in chronological order to the greatest extent feasible. Qualified applicants for HOME-ARP Housing Navigation may be referred to the participant waitlist from the local CoC, but they must be treated the same as applicants coming from any other referral source. Participants will be served on a first come, first served basis.
