  • Opportunity Description

    The City of Burien Parks, Recreation & Cultural Services invites artists or artist teams to submit qualifications and concept proposals for the creation of an original artwork to be featured on a vinyl wall wrap installation at the Burien Community Center located at 14700 6th Ave SW, Burien, WA 98166. The concept proposal should reflect the Burien Community Center as a vibrant gathering place where people of all ages and backgrounds come together to connect, celebrate, and participate in programs that support creativity, wellness, and community life. The proposal should embody the spirit of Burien by celebrating diversity, encouraging inclusion, and highlighting opportunities for recreation, cultural expression, and shared experiences. This project is made possible by the Burien Art in Public Place Fund.

    Artist(s) final artwork delivered for vinyl wrap creation and artwork installation: Fall 2026

    Criteria

    • Artist(s) Selection Criteria:  Submissions will be reviewed based on creativity and artistic quality, as well as the concept proposal’s suitbility for the space. Artist(s) should be invested in Burien or have the ability to immerse themselves in Burien culture and community to develop this project.  Experience with high-definition digital artwork creation is desirable.
    • Theme: Creating Connection and Belonging Through Community.  Concept proposals should be based on themes of Burien Identity, Burien Cultural Character, and/or Burien Community Pride. The concept should inspire pride, foster a sense of belonging, and create a welcoming environment that enriches and energizes the community.  
    • Medium: Final artwork will be transformed into a vinyl wrap that will be professionally installed. Artist(s) chosen will be required to work with City staff and vinyl wrap company representative to fine tune artwork for final production.
    • Mural Specifications: Artwork will cover a wall located in the lobby of the Burien Community Center and will measure 20’ long x 12’6” high.

    Commission

    $1,500 which includes artist(s) fee, final print-ready design files, coordination with City staff and contractor as well as any conceptual development, site visits, and or revisions that may be needed.  Finalists will be chosen by a jury panel that includes City staff, Parks, Recreation & Cultural Arts Advisory Board members, and selected members of the community. 

    Design/Installation Information

    • The selected artist(s) will be provided a digital template by our vinyl company for final layout. The final artwork needs to be provided in a high-resolution digital format suitable for large-format printing (vector preferred) image file to be transferred to vinyl.
    • Vinyl wraps will be professionally installed by City of Burien contractor in the lobby of the Burien Community Center.
      If artwork is damaged, the City of Burien will be responsible for repair.
    • The city retains the right to graphically reproduce the image of the artwork for municipal purposes.

    The artwork is intended to remain at the Burien Community Center for a period of five to fifteen years.  However, the city reserves the right to paint out, remove, or reuse the installation at any time without notice.

  • General Conditions:

    All materials and documents submitted become the property of the City and will not be returned.

    1.  The city reserves the right to:

    1. Request clarification of information submitted and request additional information from the artist(s).
    2. To change the solicitation schedule, issue addenda to the solicitation, or cancel the solicitation at any time before the submittal deadline.
    3. To award the contract for services addressed by this Call for Artists to one or more proposer, or to reject all the qualifications, at any time, without penalty.
    4. To waive immaterial irregularities contained in the solicitation. The City will notify artist(s) eliminated from further consideration by mail or email.
    5. To award any contract to the next most qualified artist(s) if the selected consultant does not execute the contract within thirty (30) calendar days after the contract was awarded.

    2.  Proposals remain confidential until closing deadline after which qualifications are considered a public record subject to public disclosure under RCW 42.56, the Public Records Act. Proposing firms shall mark as “proprietary” any information that the proposer believes meets the exemption under RCW 42.56.270(1). The city will consider this designation in response to public records requests.

    3.  Any proposal submission may be withdrawn, either personally or by written request, at any time before the time set for the submittal deadline.

    4.  The artist(s) shall comply with all applicable federal, state, and local laws, Executive Orders, guidelines, rules, and regulations affecting its performance. The firm shall comply with the applicable provisions of the Federal Occupational Safety and Health Administration (OSHA) and, if manufactured or stored in the State of Washington, the Washington Industrial Safety and Health Act (WISHA) and the standards and regulations issued thereunder and certifies that all items furnished and purchased shall conform to and comply with said law, standards and regulations. The firm shall certify that it has complied and shall continue to comply during the duration of this contract, with the United States Immigration and Control Act of 1986 in that every employee of the firm is eligible for employment in the United States.
