Stars and Stripes Marketing Services (SSMS)

1. Project Overview
Stars and Stripes Marketing Services (“SSMS”) will provide accelerated digital campaign support services for the Christine Moore for Apopka Mayor Runoff Election Campaign.
This engagement is structured as a short-term strategic support package designed to assist the campaign in maximizing voter engagement, message clarity, and digital reach during the final days leading up to the Runoff Election on April 14, 2026.
Services will focus primarily on digital advertising setup and management, campaign creative production, rapid-response messaging, email and text outreach support, and limited website optimization in coordination with the campaign’s existing developer.
The purpose of this engagement is to provide the campaign with immediate access to the digital campaign capabilities of SSMS during the final phase of the election cycle.

SSMS will allocate appropriate resources as needed during the engagement period.
3. Deliverables and Services
A. Digital Advertising Setup and Management
SSMS will assist the campaign in establishing and managing digital advertising channels designed to reach targeted voters in the Apopka area.
Services include:
-Creation and optimization of a Facebook Professional Page suitable for Meta advertising.
-Configuration of Meta Ads Manager for campaign advertising.
-Audience targeting setup for Apopka voters and relevant demographic groups.
-Creation and deployment of digital ad campaigns across Facebook, Instagram, Google Ads, and TikTok as appropriate.
-Ad copy development and graphic design.
-Performance monitoring and adjustments during the campaign period.
All advertising spend will be paid directly by the campaign to the respective advertising platforms.
B. Graphic Design and Campaign Creative Support
SSMS will provide rapid graphic production to support the campaign’s digital outreach and partner campaign materials.
Services include:
-Social media graphics.
-Digital advertisements.
-Mailer graphic design support in coordination with campaign partners.
-Rapid-response graphics to address campaign messaging needs.
-Visual assets for voter reminders and runoff awareness.
The campaign will have access to graphic requests during the engagement period.
C. Email Campaign Support
SSMS will assist the campaign in executing email communications to supporters and voter contact lists.
Services include:
-Email campaign design.
-Message formatting and distribution.
-Delivery through campaign email systems.
-Basic performance tracking.
D. Text Messaging Campaign Support (Optional)
SSMS can assist the campaign with text messaging outreach to voters.
Services include message writing, formatting, and distribution through approved texting platforms.
Cost: $0.04 per text message sent.
E. Campaign Video Production (Optional)
SSMS can provide video production services for final-phase campaign messaging.
Services may include candidate message videos, digital advertising videos, and rapid-response messaging content designed for social media platforms.
Video production services within reason are included in this scope.
F. Website Optimization Support
SSMS will coordinate with the campaign’s existing website developer to ensure the campaign website clearly communicates runoff election information.
Support may include ensuring clear messaging regarding the April 14 Runoff Election, prominent calls to action encouraging voters to participate, and minor content adjustments if necessary.
SSMS will not be responsible for website hosting or full website management as those services remain with the existing developer.
G. Opponent Research and Contrast Messaging Website Support
SSMS will assist the campaign in maintaining and managing the informational website, which is intended to present publicly available information and contrast messaging regarding the opposing campaign.
Services include technical maintenance and updates to the website, publishing properly sourced information related to the opponent’s public record or statements, graphic and content support for informational materials on the site, and coordination with campaign partners and digital outreach channels to increase visibility of this messaging.
All information published will be based on publicly available or properly sourced materials.
4. Timeline
Contract Duration: Ten-Day Engagement
Service Period: Beginning upon contract acceptance and continuing through the April 14, 2026 Runoff Election.
All services are structured to provide rapid digital campaign support during the final phase of the election cycle.
5. Pricing and Payment Terms
Runoff Campaign Digital Support Package
Flat Fee: $1,500
This fee includes all services described in this Statement of Work during the ten-day engagement period.
Advertising media spend is paid directly by the campaign to the advertising platforms and is not included in this fee.
Optional Services
Text Messaging Distribution: $0.04 per text message sent.
6. Point of Contact
SSMS will coordinate campaign communication and service delivery through the campaign consultant or designated campaign representative.
