  • Please include the total number of participants and riders participating. Animal units MUST provide their own clean-up crew at staging, throughout parade, and parade exit. No "pooper scoopers" will be furnished. Each unit must have a clean-up crew to participate.

  • Participant Agreement

  • In exchange for the privilege of participating in the DEJA parade:
  • 1. On behalf of myself and the organization identified above, I promise and represent that, within 24 hours before the start of the parade, I will inspect the above-described parade entry and use my best efforts and judgment to make certain that any motor vehicle, float, or other component of the entry is in safe working order and is free of dangerous conditions or defects.
  • 2. On behalf of myself and the above-identified organization, I agree to defend, indemnify, and hold harmless DEJA, its board members, officers, volunteers, and employees against any and all liability, to any individual or entity, for bodily injury, wrongful death, loss of consortium, and/or property damage arising from or related to my participation in the parade and/or the involvement of the above-described entry in the parade. This agreement to indemnify includes attorney's fees and litigation expenses.
  • 3. I and any other individual who participates in the parade as a part of this entry will, prior to the start of the parade, execute and return to DEJA, the Waiver and Release of Liability that accompanies this Parade Application and Participant Agreement.
  • 4. I acknowledge and agree that the operator of any motor vehicle involved with this entry must be at least 18 years of age and must possess a valid state-issued driver license allowing him/her to operate the vehicle in question.
  • 5. For each licensed motor vehicle that is a part of this entry, I will present to a parade official, before the start of the parade, the then current insurance card reflecting that the vehicle is in compliance with state financial responsibility laws.
  • 6. For all non-licensed vehicles, horses, or other components of this entry, I will present documentary evidence, before participating in the parade, that I, the organization identified above, and all other participants associated with this entry are covered by liability insurance with respect to our involvement in the parade.
  • 7. I agree to supervise and monitor the conduct of all parade participants associated with this entry, especially those under 18 years of age.
  • 8. I have read and understood the accompanying Parade Rules and Regulations, and I promise to comply with them. I will circulate the Parade Rules and Regulations among all other participants associated with this entry.

  • DEJA - Parade Rules and Regulations

  • DEJA has established the following parade rules and regulations, which are a part of the Parade Application and Participant Agreement, and with which all parade entrants and participants must comply. The goal of these rules and regulations is to promote the safety of all parade participants and spectators.
  • 1. Each parade entrant will appoint a leader to be responsible for the conduct of its parade participants.
  • 2. Consumption of alcohol or other intoxicants is not permitted in the staging area or on the parade route. No one shall participate in the parade while under the influence of alcohol or other intoxicants.
  • • All parade units need to be in the lineup area by 9:30 a.m. Line up area is at (Rodney Square) 11th & King Street.
  • 3. The parade will start at 11:00 a.m. sharp
  • 4. Maintain 50ft intervals between entries and keep the parade moving. The maximum speed limit on the parade route is 5 miles per hour.
  • 5. No throwing or handing of candy or other items from moving vehicles. You may have up to four adult participants (18 years of age) per entry walking near the curbs and handing out candy (or other items) to spectators.
  • 6. Use sirens according to crowd request. EMS vehicles monitor radio traffic during the parade if needed to respond to a dispatch.
  • 7. No "For Sale" signs allowed on any vehicle.
  • 8. No reckless operation of any parade entry. All motor vehicles and horse/animal units must be operated safely by a licensed driver who is at least 18 years of age.
  • 9. All commercial vehicles need to be decorated.
  • 10. Signs and decorations must be in good taste. DEJA reserves the right to remove signs and decorations that are not in good taste. DEJA reserves the right to deny any individual, group, or entity permission to participate in the parade that it determines would not contribute to the entertainment value of the parade or would otherwise, in its opinion, be offensive to those viewing the parade.
  • 11. DEJA reserves the right to dismiss any parade participant from the parade or deny such unit permission to participate in future parades for any rules violations or failure to comply with verbal instructions received from a festival official.
  • 12. Animal units must provide their own "pooper scooper" during staging, throughout the parade route, and at parade exit. No unit will be permitted to make parade route without a clean-up crew. No exceptions.
  • 13. Parade participants are expected to conduct themselves in a courteous manner.
  • 14. Parade participants may not smoke on the parade route.
  • 15. No parade entry may use an open flame in the staging area or on the parade route.
  • 16. Vehicle/float decorations may not restrict the view of vehicle/float
    operators.
    17. Participants under 18 years of age must be supervised by adult
    participants. Those under 18 years of age may not walk alongside of motor
    vehicles or floats and may not enter upon or disembark from moving vehicles
    or floats.
    18. Participants riding in vehicles and on floats must remain seated while the
    vehicle/float is in motion.
  • Failure of any participant to comply with the rules listed above will result in being asked to leave
    the parade line-up by a parade official.

  • PARADE PARTICIPANT'S WAIVER AND RELEASE OF LIABILITY

  • In exchange for the privilege of participating in the DE Juneteenth Parade, to be held in Wilmington, DE on June 13th, 2026, I hereby waive any and all claims, demands, damages, and/or causes of action arising from or related to my participation in the parade, and I release DEJA, its board members, officers, volunteers, employees, and insurers (collectively, "Releasees") from liability for any alleged negligent and/or reckless acts and/or omissions arising from or related to the parade. Involuntarily executing this waiver and release, I am knowingly relinquishing any and all claims against the Releases for any bodily injury, loss of consortium, wrongful death, and/or property damage that I sustain or may claim to have sustained arising from or related to my participation in the parade and/or pre-parade preparation and/or staging. Additionally, if I have executed this waiver and release as the parent/guardian of a parade participant who is under the age of eighteen years, I further acknowledge that I am, in fact, the parent/guardian of the named minor, and I represent that I have authority to execute this waiver and release on behalf of the minor child. Any and all claims, damages, demands, and/or causes of action that the minor child has or may have arising from or in any way related to his/her participation in the parade are waived and any alleged negligence and/or recklessness liability of Releasees is released.
  • DEJA – PARADE ENTRANT SELF-INSPECTION VERIFICATION FORM AND ACKNOWLEDGMENT OF SAFE OPERATING CONDITION

  • I verify that I have, within the 24 hours immediately preceding the start of the DE Juneteenth Parade, inspected the vehicle and/or float and/or exhibit that I have entered in the parade. I represent that it is in good operating condition, that I am not aware of any dangers or defects affecting its safe operation, and that my inspection did not reveal the presence of any dangers or defects. I recognize that the safety of myself, other parade participants, and parade spectators is of utmost importance, and I agree to abide by all parade rules and regulations.
