Dear Honorable Commissioner,

I am writing to respectfully petition for the approval of the residential Property Assessed Clean Energy (PACE) financing program in our community.

PACE has already enabled tens of thousands of homeowners across hundreds of communities to complete critical home improvements that would otherwise be financially out of reach. Residents in our community deserve access to the same opportunity—one that has proven to be both impactful and transformative.

I would like to highlight several important considerations:

• No taxpayer burden: PACE is funded entirely through private capital. It offers competitive fixed interest rates, no upfront costs, and extended repayment terms, making essential upgrades accessible to more homeowners—including those who may not qualify for traditional financing or low-income assistance programs.
• Disaster resilience: Homeowners using residential PACE (R-PACE) have avoided more than $2.2 billion in disaster-related losses. Strengthening homes against extreme weather is no longer optional—it is essential for protecting both property and lives.
• Expanded access to financing: Approval of R-PACE would open the door for thousands of families—particularly those with lower credit scores—to invest in critical home improvements that enhance safety and resilience.
• Economic relevance: With rising interest rates and ongoing economic uncertainty, traditional borrowing is becoming increasingly expensive. PACE provides a stable, affordable alternative for homeowners seeking to upgrade and protect their homes.
• Potential utility cost savings: Energy efficiency improvements financed through PACE have already helped homeowners save over $245 million in utility costs and reduce energy consumption by more than 2.3 billion kilowatt-hours. These upgrades can also lead to lower insurance premiums.
• Consumer protections: PACE includes strong safeguards, such as requiring project completion and homeowner approval before contractors are paid—ensuring accountability and quality.

Homeowners like myself are counting on your leadership to make this program available. Access to PACE financing would empower us to strengthen our homes, protect our families, and recover more quickly from the increasing frequency of extreme weather events.

We deserve the ability to choose financing options that align with our needs and financial situations. Approving the PACE program would be a meaningful step toward a safer, more resilient community.
