  • IMPORTANT PROGRAM GUIDELINES

    1. Access Hours through TSA Checkpoints are from 4:00 AM to 7:00 PM daily.
    2. Retail sales exclude alcohol and tobacco. Sales of liquor and tobacco products are available for outbound, ticketed passengers only and cannot be purchased or transferred to CAP program participants.
    3. This is an electronic application and approval program only. Printed copies of your approved CAP PDF attachment will not be accepted. Please prepare to display the PDF approval on your mobile device.
    4. TSA PreCheck, CLEAR and other expedited screening options are not available under this program.
    5. A limited number of CAP passes are available per day and are issued on a first-come, first-served basis, and is subject to TSA approval.
    6. This program may be canceled, suspended or adjusted at any time based on airport operations or security requirements.
    7. Use of the CAP program to bypass the Guam International Airport Authority (GIAA) SIDA badge program is strictly prohibited and may result in loss of privileges and may be subject to adminsitative penalties.
    8. Up to three (3) minors may be included in one adult application. The sponsoring adult must present their CAP approved PDF to TSA for entry. All individuals listed on the CAP approved PDF must be present for entry. Entry will be denied if not all individuals listed on CAP approved PDF are present.
    9. Individuals who present a potential secuity concern, cause disruption or distraction to Airport personnel, passengers, or guests interfere with airport operations, or violates program guidelines may be removed from the Airport and may lose the privilege of future participation in CAP program .
    10. The Transportation Security Administration of the U.S. Department of Homeland Security requires us to collect information from you for purposes of watch list screening, under the authority of 49 U.S.C. section 114, and the Intelligence Reform and Terrorism Prevention Act of 2004. Providing this information is voluntary; however, if it is not provided, you may be subject to additional screening or denied transport or authorization to enter a sterile area. TSA may share information you provide with law enforcement or intelligence agencies or others under its published system of records notice.     You can apply within 72 hours of your preferred date. For access on weekends or holidays, applications must be submitted by 4pm on the Friday before the weekend OR 4pm on the day prior to the holiday.
