NOTICE OF PUBLIC HEARING AND REQUEST FOR PUBLIC COMMENT FOR THE IMPLEMENTATION OF THE HUD HOUSING OPPORTUNITY THROUGH MODERNIZATION ACT (HOTMA) ‑UPDATED MODEL LEASE FORM 95160 FOR SCB KAYTON HOMES PROJECT BASED VOUCHER (PBV) HOUSING DEVELOPMENT
The Housing Authority of Savannah (HAS) is soliciting public comment on the proposed implementation of the U.S. Department of Housing and Urban Development (HUD) HOTMA updated Model Lease Form 95160 for use at the SCB Kayton Homes public housing development.
HUD has issued an updated lease under the Housing Opportunity Through Modernization Act (HOTMA) and related regulatory updates. These changes require PHAs to adopt the revised Model Lease Form 95160 when updating or reissuing public housing leases. The proposed lease incorporates HOTMA provisions related to income determinations, interim reporting, over income policies, and other statutory updates.
HAS intends to implement the updated lease form for all Project Based Voucher (PBV) households residing at SCB Kayton Homes and is seeking public input prior to adoption.
Purpose of the Proposed Action
The updated Model Lease Form 95160 is designed to:
• Aligning project-based voucher leasing provisions with HOTMA statutory requirements
• Improve clarity and consistency in resident rights and responsibilities
• Ensure compliance with updated HUD regulations at 24 CFR Part 960 and related guidance
• Support transparent communication between HAS and residents

Public Comment Period
The Housing Authority of Savannah (HAS) will hold a public hearing on the public comment period will be open for 45 days, beginning Friday, April 17, 2026, and ending Monday, June 1, 2026.
All comments must be received by Monday, June 1, 2026 at 4:00 PM on the final day of the comment period.
