    ELECTRONIC PETITION OPPOSING SIERRA WILDS APARTMENTS
    BASED ON CHILD SAFETY, PUBLIC HEALTH, TRAFFIC, AND ENVIRONMENTAL IMPACTS
    1800 Wildcat Blvd – Adjacent to Maria Montessori Charter Academy

    We, the undersigned residents, parents, and community members of Rocklin, California, hereby submit this petition in formal opposition to the proposed Sierra Wilds Apartments development located at 1800 Wildcat Boulevard, immediately adjacent to Maria Montessori Charter Academy.

    Our opposition is based on substantial concerns related to child safety, public health, environmental impacts, and emergency access, as governed by the California Environmental Quality Act (CEQA).

    This project is uniquely sensitive due to its immediate proximity to an active elementary school where children are present throughout the day in both indoor and outdoor environments.


    CHILD SAFETY & TRAFFIC IMPACTS
    The proposed development will introduce additional traffic into an area already heavily impacted by school related congestion.

    We are concerned that the project will:

    Increase traffic during school drop off and pick up hours
    Create unsafe pedestrian conditions for young children
    Introduce new driveway conflict points near school routes
    Increase vehicle queuing, congestion, and driver frustration
    Reduce visibility and increase the risk of accidents involving children
    CEQA Concern:
    The project must fully analyze school specific peak hour traffic, pedestrian safety, and cumulative traffic impacts. Failure to do so would result in an incomplete environmental review.


    AIR QUALITY & CHILD HEALTH IMPACTS
    Construction and long term operation will expose nearby students to harmful pollutants, including:

    Particulate Matter (PM10 and PM2.5)
    Diesel exhaust emissions
    Volatile Organic Compounds (VOCs)
    Nitrogen Oxides (NOx) and Carbon Monoxide (CO)
    Children are especially vulnerable to respiratory impacts from these pollutants.

    CEQA Concern:
    The project must evaluate localized air quality impacts on sensitive receptors, including schoolchildren, and implement enforceable mitigation measures.


    HAZARDOUS MATERIALS & EXPOSURE PATHWAYS
    The project site’s disturbance and construction activities may expose children to hazardous materials and airborne contaminants.

    Importantly, students at this school regularly eat meals outdoors, drink from outdoor fountains, and participate in outdoor activities throughout the day.

    This creates direct exposure pathways for pollutants, including:

    Inhalation of airborne dust and diesel emissions
    Deposition of dust and contaminants onto outdoor eating areas
    Contamination of surfaces children touch during play
    Potential exposure through outdoor eating spaces and drinking fountains
    Transfer of pollutants into school ventilation systems
    CEQA Concern:
    The project must analyze hazardous material exposure risks, soil conditions, and secondary exposure pathways affecting children, including ingestion and surface contact risks. Failure to evaluate these pathways would be a significant deficiency under CEQA.


    CONSTRUCTION-RELATED IMPACTS
    Construction activities will generate significant impacts in close proximity to the school, including:

    Heavy truck traffic during school hours
    Elevated dust and particulate matter
    Diesel emissions from equipment
    Noise and vibration affecting classroom environments
    CEQA Concern:
    Construction impacts must be evaluated with respect to sensitive receptors, and mitigation must include enforceable measures such as restricted construction hours, dust suppression, and truck routing away from school access areas.


    NOISE IMPACTS
    Noise from both construction and long-term operation may disrupt:

    Classroom instruction
    Outdoor learning environments
    Student concentration and well-being
    CEQA Concern:
    Noise impacts on schools as sensitive receptors must be fully evaluated and mitigated.


    STORMWATER & WATER QUALITY IMPACTS
    The project will increase impervious surfaces and alter drainage patterns, potentially resulting in:

    Increased stormwater runoff
    Transport of pollutants from construction and site use
    Impacts to nearby areas, including school grounds
    CEQA Concern:
    Hydrology and water quality impacts must be fully analyzed, including potential effects on nearby sensitive uses.


    WILDFIRE & EMERGENCY EVACUATION RISKS
    The addition of a dense residential development near a school raises serious concerns regarding:

    Emergency vehicle access during peak congestion
    Evacuation capacity during wildfire or other emergencies
    Increased population density in a constrained roadway network
    Potential evacuation bottlenecks along Wildcat Boulevard
    CEQA Concern:
    The project must evaluate evacuation timing, roadway capacity, and emergency response delays under cumulative conditions.


    CUMULATIVE ENVIRONMENTAL IMPACTS
    The project must be evaluated in combination with existing and future development in the area, including:

    Combined traffic increases
    Air quality impacts
    Noise and environmental degradation
    CEQA Concern:
    Failure to analyze cumulative impacts would result in an incomplete environmental review.


    FAILURE TO ADEQUATELY MITIGATE IMPACTS
    We are concerned the project may rely on:

    Deferred mitigation measures
    Incomplete or generalized analysis
    Lack of enforceable, site-specific conditions
    CEQA requires that impacts be clearly identified and mitigated with specific, enforceable measures.

     

    COMMUNITY POSITION
    We oppose the Sierra Wilds Apartments project as currently proposed due to significant and inadequately addressed impacts to child safety, public health, traffic conditions, environmental quality, and emergency access.

    Given the project’s immediate proximity to an active elementary school, a higher level of protection is required. Based on the concerns outlined above, the project presents unacceptable risks to students and the surrounding community.

    We respectfully request that the City of Rocklin conduct a full and complete environmental review in compliance with CEQA and ensure that all identified impacts are thoroughly analyzed and addressed.
