The world is changing, and fast. One of the goals of the National Association of Conservation Law Enforcement Chiefs (NACLEC) is to prepare the next generation of conservation law enforcement officers with the leadership capacity to successfully carry out the conservation law enforcement mission in a rapidly changing world. The ICL focus is to provide an educational experience for early to mid-career officers, supervisors or program managers focused on contemporary issues, challenges, future trends, and adaptive leadership.
ICL fellows will be engaged in adult learning related to adaptive leadership. The ICL is student-centered with a high degree of student involvement and experiential learning.
Asynchronous Work
There is an online (asynchronous) learning component in the ICL experience. Participants will begin online learning activities 5-6 weeks prior to the residency beginning at the National Conservation Training Center. Online participation is a critical element in everyone’s academy learning experience. It provides a foundation for the academy experience. Completing online work will require an investment of roughly two hours per week in the 5-6 weeks prior to arriving at the academy.
Application Guidelines
To participate in this leadership training program, applicants must:
- Be an early to mid-career officer employed as field officer, supervisor or program manager in their agency. ICL applicants generally have 5-10 years of experience.
- Be employed by a local, state, provincial, tribal or federal conservation law enforcement agency
- Have the endorsement of their agency’s Chief Executive

Successful applicants will be notified by email by June 10, 2026.
All classes will be held at the National Conservation Training Center in Shepherdstown, West Virginia. Participants must attend all classes.
Program cost:
- $3,000.00 per student for NACLEC Member Agencies
- $3,500.00 for Non-Member Agencies
- Includes all instructional materials, meals and lodging at NCTC. It does not include travel.
Tuition payable to the National Association of Conservation Law Enforcement Chiefs no later than July 15, 2026
