  • Program Overview

  • SCACED is administering this Deliverable-Based Technical Assistance Grant Program using Charleston County American Rescue Plan Act (ARPA) funds. These are pass-through funds from Charleston County, intended to support nonprofit organizations serving Charleston County residents.
  • This program is designed to address organizational capacity challenges resulting from the COVID-19 pandemic by funding consultant-produced deliverables rather than traditional training-only models.
  • Funding Structure and Payment Terms

  • This program provides deliverable-based technical assistance support, not direct cash grants to nonprofit organizations.
  • Each selected nonprofit will be approved for one capacity-building deliverable, with a maximum award of $10,000. The actual award amount will be equal to the cost of the Technical Assistance proposal submitted and approved through this application process.
  • Important Funding Clarifications:
    • Funds are not awarded directly to the nonprofit organization
    • No administrative or indirect costs may be included in the request
    • The approved award amount must reflect only the cost of the defined deliverable
    • Each organization may request funding for one deliverable from one consultant/provider only
  • Payment Process:
    • SCACED will contract directly with the approved Technical Assistance Provider/Consultant
    • Payments will be made directly to the consultant/provider, not to the nonprofit
    • Payment is contingent upon successful completion and approval of the deliverable
    • Nonprofits are responsible for collaborating with the consultant to ensure completion of the agreed scope of work
  • This structure ensures that funds are used efficiently to produce tangible, high-quality deliverables that directly strengthen nonprofit capacity in response to COVID-19 impacts.
  • All final funding decisions will be made by Charleston County.

  • Eligible Technical Assistance Services

  • Examples include, but are not limited to:
    • Website creation or revision
    • Strategic planning
    • Marketing or communications plans
    • Fundraising plans
    • Succession planning
    • Grant writing contracts
    • Data and evaluation support
    • Financial management systems (budgets, dashboards, P&L setup)
    • Other organizational capacity-building needs
  • Eligibility Requirements

  • To be eligible, applicants must:
    • Be a 501(c)(3) nonprofit organization in good standing
    • Provide services to residents of Charleston County
    • Demonstrate impact from the COVID-19 pandemic
    • Submit a complete application with all required attachments
    • Request funding for only one deliverable
    • Request no more than $10,000
    • Be able to confirm completion of all work by September 15, 2026
  • Technical Assistance Provider / Consultant Requirements

  • Applicants must select a Technical Assistance Provider/Consultant who:

    • Provides a full proposal with detailed scope of work and itemized costs
    • Holds a Charleston County Business License if work is being conducted on site/in Charleston County
    • OR provides a valid business license from their jurisdiction if work is conducted virtually/off site

Applicants are strongly encouraged to draft their responses in a Word document in advance and then copy and paste them into the online form.
