  • Welcome to Manhattan Borough President Brad Hoylman-Sigal's Community FLASH Grants Application Form! The Office of the Manhattan Borough President (MBPO) is pleased to provide this opportunity for eligible non-profits to seek grants of up to $20,000 (with most averaging $5K - $10K). There is no minimum amount.

    Please read the instructions and review requirements carefully before submitting an application. 

     Applications are due June 1, 2026. Projects must be completed and all funds MUST be spent by June 27, 2026. 

    If you are a nonprofit organization seeking a discretionary grant for programmatic expenses, you must meet the following guidelines: 

    Grants awarded by the MBPO are reimbursable grants, meaning that non-profit grantees must expend the amount of the grant and then seek reimbursement from the Manhattan Borough President’s Office. Non-profit grantees are required to provide documentation and information when seeking reimbursement consistent with applicable rules and regulations set forth by New York City. 

     

    Because the City's fiscal year ends in late June, all goods and services must be received by non-profit grantees by June 27th in order to be reimbursable.

    Non-profit grantees must submit invoices, receipts, proof of delivery and proof of payment in order to receive reimbursement. Acceptable payment documentation includes cancelled checks, bank statements showing payment via debit card, or a credit card statement with a corresponding bank statement showing payment to the credit card.

    Cash transactions are not accepted as valid forms of payment for reimbursement purposes. All monies spent must be from organizational bank accounts. 

    Grants must have a public purpose and cannot be used for staff salaries, fringe benefits, or fundraising/political activities as defined in the Comptroller’s Directive #23. 

     

    Required Documents 

    After being selected to receive an MBPO grant, non-profit grantees will be required to submit the following documentation in order to be eligible for reimbursement. Non-profit grantees should begin preparing documentation as soon as possible because failure to timely meet documentation requirements will disqualify a non-profit from receiving an MBPO grant for this fiscal year and the next fiscal year.

    • Mission Statement - This is a 2-3 sentence description of what the organization’s purpose and primary services. 
    • Scope of Proposal - This is a description of how the funds will be used.  
    • Budget - An itemized description of how the funds will be spent. The total budget should equal the total amount of the award. 
    • Most recent IRS Form 990
    • CHAR500
    • Proof of Contract Fulfillment - The organization must spend its own funding for the purchase of goods and services as described in the contract to be entered into between the non-profit and the MBPO . The non-profit must submit proof of delivery, purchase and payment along with the request for reimbursement. All goods and services must be received and paid by June 27, 2026.  
    • City Vendor ID - Organization must demonstrate enrollment as a City vendor, which you can learn more about enrolling as a City vendor here. 
    • Authorization Letter - A letter on organization letterhead signed by a member of the Board of Directors authorizing the organization to enter into a contract and designating the person responsible to execute the contract for the organization (see template). 
    • Local Law 34 Certification - An organization is required to submit a LL 34 Certification each time it enters into a transaction considered a business dealing with the City, including contract, concession and franchise proposals. Each LL 34 Certification made in PASSPort must include all Officers, Owners and Senior Managers.
