  • Laramie County Fair Rules and Regulations

    A. Authority and Purpose

    1. The purpose of Laramie County fair rules and regulations is to endorse and support the health, safety, and welfare of all individuals who either attend and/or participate as exhibitors or otherwise in the activities of the Laramie County Fair
    2. These Rules and Regulations are adopted by Laramie County Commissioners under the authority granted by Wyoming statutes: WS 18-2-101 et seq, 18-9-101. Exclusion or absence from this enumerated list of authority shall not abrogate or otherwise prevent exercise of any authority or enforcement of same, granted to Laramie County by law, regulation, judicial decision or interpretation. The rules and regulations requirements instructions, as well as any processes contained in these regulations, are the result of the legislative decision-making authority of the Board of County Commissioners granted by the Wyoming statutes.
    3. Severability: should any specific section or provision in these regulations and rules be declared invalid or unconstitutional by any court of competent jurisdiction, the declaration shall not affect the validity of the regulations and rules of the whole or any other part thereof, which is not specifically declared to be invalid or unconstitutional.
    4. These regulations and rules are not intended to revoke or repeal any other public law, regulation or permit. Where the conditions imposed by any provision of these rules and regulations are either more or less restrictive than comparable conditions imposed by any other provision within these regulations, or any other applicable public law or resolution, rule or regulation of any type that applies, the regulations which are more restrictive and impose higher standards or requirements shall govern.

     

    B.    General

    1. The “Laramie County Fair” is an annual activity conducted by Laramie County through the Laramie County Events Department. References to “the Laramie County Fair” are and should be interpreted as, references to “Laramie County,” a governmental entity in the State of Wyoming. The Laramie County Events Department, which manages the Fair, is an agency of Laramie County. The Laramie County fair reserves the final and absolute right to interpret general rules and regulations and settle and determine matters and differences that may arise in accordance with the procedures set forth in these Rules and Regulations.
    2. Laramie County, through the Laramie County Events Department, maintains sole and discretionary control over all activities and uses which take place in, upon or associated with, Laramie County’s Archer complex, including the facilities used for the Laramie County Fair.
    3. The Laramie County Fair is a member of the International Association of Fairs and Expositions (IAFE) who supports the IAFE National Code of Show Ring Ethics. It is the exhibitors’ responsibility to read, understand, and comply with the IAFE National Code of Ethics. A full description of the IAFE National Code of Ethics is located at www.fairsandexpos.com.
    4. All shows are open for public viewing.
    5. Special rules are published in each department and division where necessary. The Laramie County Fair is a Fair that involves the collaboration of two different Organizations; Fair and FFA, and as such, must have a separation between those Organizations’ shows and rules. You will find Rules and Regulations regarding each Organizations’ individual guidelines that need to be followed depending on what show you may be involved in at the time. Please be aware of what Organizations’ show you are participating in and what Rules, Regulations, procedures, and enforcements you may need to follow. Please be aware that the Laramie County Fair cannot and will not enforce any rules or regulations for FFA shows.

    6. By making entry to the Laramie County Fair each exhibitor, exhibitor’s parent(s) and/or legal guardian acknowledge that he/she has read, understands, accepts, and will abide by the liability requirements, exceptions and waivers contained herein and all policies, the National Code of Show Ring Ethics, and rules and regulations of the Laramie County Fair.    

     

    C.    Eligibility

    1. To be eligible to show at the Laramie County Fair, a youth exhibitor must:

    a)  Be enrolled and in good standing with their organization AND

    b)  Be a resident of Laramie County, OR attend school in Laramie County OR reside in Laramie County during Fair due to a court ordered custody arrangement AND

    c)  Are subject to any ownership deadlines, required weigh-in dates, and other project requirements.

    d)  Any discrepancy in residency of an individual that has entered in the Laramie County Fair is open to verification by any means the Events staff sees fit.

    2.       Any attempt to circumvent or violate these requirements or rules may result in disciplinary action, which may include the removal of all entries and indefinite removal from the grounds. 

    3.       All 4-H and FFA entries are limited to Laramie County 4-H members and Laramie County FFA Chapter members.

    • 4-H Eligibility- 4-H “age” is your age as of January 1 of the current year. You may turn 19 during the year, you may not show in 4-H showmanship or the Laramie County Fair Youth show(s) if you were 19 on January 1 of the current year. 4-H eligibility is determined by the following:
      • All 4-H members must be enrolled through Laramie County 4-H by July 15th of current fair year.
      • YQA must be up to date through Laramie County 4-H by July 15th to sell through the Laramie County Fair youth sale.
      • All animals to be shown in the Youth Market shows that require tags must be tagged by tagging dates set by the Laramie County Fair.
      • All animals to be shown in the Youth Market shows must be owned by the ownership deadline of that species.
    • FFA Eligibility- FFA members in Laramie County are eligible to exhibit at the Laramie County Fair as long as they are a member in good-standing with their FFA Chapter. To check eligibility, please refer to your Chapter Advisor.  

     

    D.   Liability Statements

    1.       All exhibitors and exhibits must comply with the policies and regulations of the Laramie County Fair and the Laramie County Events Department as well as applicable law.  By entering into and/or participating in, any County Fair event, show or other activity, entrants ad exhibitors agree that the Laramie County Fair/Laramie County, its employees, agents, elected and appointed officials will in no case be liable or responsible for any loss or damage that may occur to or with any exhibit or to any exhibitor.

    2.       Exhibitors or participants in fair events or activities hereby acknowledge that engaging in activities in connection and association with the programs, events and activities of the Laramie County Fair carries an inherent risk of injury, property damage and financial loss; including, physical, financial risks and risks to property, including but not limited to loss or damage to property and transmission of infectious disease to any animal or person.  Exhibitors and participants also acknowledge and understand that the Laramie County Fair makes no representations, guarantees, guarantees, assurances or warranties for safety, function or my continued participation, in regard to its actions, plans, work, activities, events, equipment or supplies.  By entering as an exhibitor or participant in any fair event or activity, said exhibitors or participant do so with  full acknowledgment of the inherent risks and indicate their consent and understanding by said entry.

    3.       Each exhibitor, and in the case of minors, their parents or legal guardians, heirs and assigns:  Agree and understand the following WAIVER and RELEASE applies to participation in the Fair. By participating in, or entering any activity or event at the Fair, including but not limited to livestock shows, exhibitors and participants agree to RELEASE and DISCHARGE the Laramie County Fair/Laramie County, its elected and appointed officials, employees, volunteers and agents from all causes of action, damages claims or demands both direct and consequential for all known or unknown personal injuries property damage or death resulting or from or arising out of participation in the activity and events. Further, to the fullest extent provided by law, they agree to INDEMNIFY Laramie County, its employees, agents, elected and appointed officials against all legal or other proceedings in regards thereto, as well as: damage, injury or loss, including but not limited to, loss injury or damage to any other person or property, caused by the exhibitor or any animals exhibited by him/her, or arising out of, or in any way connected with, such exhibition of any of the animals so exhibited.

    By entering as an exhibitor or participant into any Fair event or activity, any entrants certifies and warrants that they have read and fully understand this waiver and release.  By entering into any event or activity entrants agree and certify that they are REQUESTING TO PARTICIPATE AND RELEASING LIABILITY, freely, voluntarily and without coercion and in consideration of the opportunity to participate in activities of the Laramie County Fair and other good and valuable consideration. They further certify that  they are 18 years of age or older or,  If the Exhibitor or Participant is a minor, their parent(s) or guardian(s), fully participate in and acknowledge the contents and effect of this waiver and release on the minor’s behalf.

    4.       All Fair participants including, but not limited to, exhibitors, spectators, vendors, entertainers, superintendents, etc. are responsible for their own negligence and/or damage they may cause to the property or persons of others and/or Laramie County; They will be responsible to the injured party, either by paying for any and all damages directly to the injured party or by paying a subrogation claim made by the injured party’s insurance company.
