  • INTRODUCTION

    Welcome to the Downtown Refresh Grant Application. Downtown Refresh is a competitive reimbursement grant for ground-floor storefront and customer-facing interior improvements in downtown Champaign. Before you begin, please review the items below. 

    This is a reimbursement program. You pay contractors first; the City reimburses approved expenses after work is complete and inspected. For program terms and applicant eligibility, please refer to the Economic Development Manual or contact daniel.saphiere@champaignil.gov.

    Application window: May 6 – June 19, 2026
    Award range: Up to $50,000 per building (up to $100,000 per property owner across multiple buildings)

  • Project Description

    Tell us about your storefront's existing conditions and your plans for improvements if awarded this grant. Strong applications include clear before-condition photos of the interior and exterior and a design concept (even a hand-annotated photo or contractor sketch counts).
  • The City offers design assistance reimbursement up to $750 (50% of architect concept fee) regardless of whether your application is awarded. Contact information for participating architects may be found below. Please allow 3-4 weeks for conceptual design support.

  • Project Budget, Match, and Award Calculation

    Budgets must be itemized. The City needs to verify that grant funds are spent on eligible improvements visible from the public right-of-way (for grants above $10,000, 50% of grant must be spent on exterior improvements) and that structural or mechanical work, if included, does not exceed 25% of the requested grant. Match documentation is a pass/fail eligibility requirement; applications without acceptable proof of matching funds will not be reviewed.

    Reviewers evaluate whether your project is realistic and ready to proceed. Strong applications show a month-by-month schedule, identify required permits, and include written contractor quotes. If you've spoken with City Building Safety or Planning staff about your project, that strengthens your application.

  • Bonus Eligibility

    Bonus points reward projects that fill long-term vacancies, secure long-term lease commitments, and preserve historic buildings.
  • This project is eligible for the +3 bonus point category for filling a storefront vacant 12+ months.

  • This project is eligible for the +2 bonus point category for restoring a landmark, restoring a building that contributes to the ICRR historic district, or for committing to submit a landmark nomination for the subject property asa condition of grant award and staff find the building is likely eligible for nomination.
