Petition: Support Renewal of BPPE Approval for IPSB School of Integrative Psycho-Structural Bodywork (Institution Code 98908029)
To: California Governor Gavin Newsom
Director, Department of Consumer Affairs
Director, Bureau for Private Postsecondary Education (BPPE)
California State Senator Ben Allen (District 24)
California State Assembly Member Rick Chavez Zbur (51st District)
Members of the California Legislature
Date: May 2026
We, the undersigned current and prospective students, alumni, clients, and community supporters of the IPSB School of Integrative Psycho-Structural Bodywork in Santa Monica, California, respectfully urge the BPPE to immediately reassess and grant renewal (with conditional approval if needed) of IPSB’s approval to operate. We also call on our elected representatives to support this vital community institution and intervene as appropriate to protect students from unnecessary disruption.
Background
IPSB, founded in 1977, has provided high-quality massage and bodywork education in California for nearly 49 years. It has held BPPE approval since 2005. Current owners Sabrina and Cyndi Ortolano (Team Ortolano, LLC) acquired the school in 2023 during a long-pending renewal process originally filed in 2021.
Following an October 2025 administrative hearing, Administrative Law Judge Julie Cabos Owen issued a Proposed Decision (adopted November 20, 2025, effective December 24, 2025) granting conditional approval for three months. This allowed time to address two remaining deficiencies: clear and conspicuous homepage links and updated reviewed financial statements reflecting current ownership.
The school promptly updated the website links. Regarding finances, after communication with BPPE’s attorney, owners submitted the specifically requested reviewed financial statements (covering 2024 and the first six months of 2025) by the end of the conditional period. Despite this compliance, on or around April 2, 2026, BPPE denied renewal, citing the absence of full 2025 financials (a requirement not previously communicated in this manner). IPSB is actively appealing this decision.
Why This Denial Harms Students and Contradicts BPPE’s Mission
BPPE’s mission is to protect students and consumers through oversight that ensures educational quality, financial stability, and access to opportunities. Denying renewal over an administrative timing issue—after years of good-faith efforts and partial compliance—does the opposite:
- Disrupts ongoing education: Students in the middle of classes risk losing all credits (e.g., Advanced Modalities: 16 students with 48 of 60 hours completed; Anatomy & Physiology: 14 students with 12.5 of 40 hours completed; Contraindications & Pathology: 12 students with 30 of 30 hours completed plus a passed exam, only homework outstanding). An extension request to finish these classes was denied.
- Higher costs and debt at alternatives: California requires only 500 hours for CAMTC certification. IPSB’s 550-hour Integrative Massage & Bodywork Program costs approximately $11,005–$11,500. Nearby schools require 800 hours at $17,000+, often pushing federal loans via on-site financial aid advisors. IPSB offers flexible monthly payments and prioritizes debt-free graduation.
- Significant geographic hardship: The nearest alternative massage schools are approximately 20 miles away. This would create a major burden for many IPSB students, many of whom do not own cars and rely on public transportation.
- Predatory practices avoided at IPSB: Unlike others requiring unpaid student clinic hours or externships (where schools profit from student labor while charging tuition), IPSB focuses all hours on quality lecture and hands-on training.
- Unique long-term value: IPSB is the only school emphasizing Tai Chi-based body mechanics for injury-free, sustainable careers. Graduates earn strong praise, enjoy high employability, low injury rates, and decades-long careers. The school maintains excellent Google reviews (4.9 stars) and supports the community via its Alumni Wellness Clinic.
- Erosion of alumni legacy and institutional heritage: Graduates can no longer proudly claim their alma mater as one of California’s oldest and most established massage schools with nearly 49 years of continuous operation. This diminishes the professional value and prestige of their credentials and severs a proud connection to a respected institution that has trained generations of practitioners.
- No safety or quality issues: The record shows no violations related to curriculum, student safety, or client care—only protracted administrative documentation challenges during ownership transition.
This denial threatens a proven 49-year success story that produces skilled, ethical practitioners while imposing unnecessary burdens on students.
Request for Action
We respectfully request:
- Immediate full renewal of IPSB’s BPPE approval to operate (or conditional approval, if needed, allowing time to complete any final financial documentation).
- Reconsideration of the April 2026 denial and an evaluation of the decision-making process that led to denial despite the school’s documented compliance efforts.
- Protection for current students so they can complete their programs without loss of time invested in interrupted classes.
- Legislative oversight to ensure BPPE decisions prioritize student protection over rigid technicalities that close quality institutions.
As a woman- and LGBT-owned small business, IPSB delivers affordable, high-quality, holistic education rooted in integrity. Its closure would harm students, reduce access to excellent training in the Los Angeles area, and eliminate a valuable community asset. We urge you to support renewal and preserve this California success story.
Sincerely,
The Undersigned Students, Alumni, Clients, and Supporters of IPSB
