• Pendle Crisis and Resilience Fund Payment Application

  • Introduction

    Citizens Advice East Lancashire is administering Pendle’s Crisis Payment scheme on behalf of Pendle Borough Council. There are 2 elements of the Crisis Payment scheme:

    • Emergency payments for essential living costs
    • Support for Heating Oil costs

    Before you begin

    1. Your application will take approximately 30 minutes to complete
    2. Please ensure you have all supporting information eg all Household bank statements and ID ready to upload: please see application procedure below

     

    Eligibility

    Applicants for both elements of the Crisis Payment scheme must meet the general
    eligibility criteria. There are some additional conditions for the Heating Oil support.

    General Eligibility

    To qualify, applicants must:

    1.Be aged 18 or over 
    2.Be a resident within the Pendle local authority area 
    3.Be experiencing an immediate crisis due to a recent unexpected financial shock from:-


    a)Disaster
    b)Accident or health emergency
    c)Household relationship breakdown
    d)Essential item breakdown
    e)Unexpected loss of income

    4.Have insufficient savings or access to alternative financial support 
    5.Not have received a Crisis Payment from this scheme within the last 12 months (unless exceptional circumstances apply) 
    6.Be in receipt of means-tested benefits (e.g. Universal Credit, Income Support, Pension Credit) OR on a low income (annual household income of £36,000 or less)

    Additional Heating Oil support eligibility criteria
    Applicants for Heating Oil support must have vulnerable household members, such
    as:

    o People aged 65 or over
    o Children under five
    o Pregnant women
    o Individuals with cardiovascular or respiratory conditions
    o Individuals with a disability or mental health condition


    Exclusions

    The scheme does not typically cover:
    Ongoing or repeat living expenses without a crisis element 
    Debt payments (unless directly linked to immediate crisis) 
    Non-essential items

    Application Procedure:

    1. Complete our short online application form
    2. You must provide at least one month of (most recent) bank statements for all open bank/savings accounts held by all adults within the household Screen shots are not accepted. If your bank statement shows payments in and out to other people, we will need an explanation of this. If your bank statements show high spending within the month on certain items, then please include an explanation of this, as this is a fund for those in financial hardship and not intended as a top-up if you have spent funds on none essential items
    3. If you are applying for the heating oil element of the crisis payment scheme, we will also require                                                                                                                         a)a copy of your previous heating oil bill
       b)a copy of you recent heating oil quote
       c)evidence that you are now low on oil
    4. As part of the application you will be provided with details of local organisations who can help you to better deal with financial shocks and crises in the long-term.
    5. If the required documents are not provided, we cannot proceed with your application. 
    6. All applications will be closed 10 working days after they have been submitted if the documents are not provided.
    7. A copy of your application will be automatically emailed to you for your records.

     

    1. If you are unable to complete this application online, then you can call at any of our offices ( details on our website www.cael.org.uk ) or by calling at our office at The ACE Centre. Cross Street Nelson BB9 7NN. , between 11.00 and 1pm on Tuesdays, please use the buzzer 24 to be let in. You will then be invited into the building to wait in the reception area for a worker to collect you .

  • Supporting Bank statements for the last full month

    • Please upload a copy of your bank statement(s), dated within the last month, that shows your name and address and all transactions for the FULL MONTH
    • If you have a partner or someone else living in your household ( excluding children or paying lodgers ) with a separate bank account, please upload a copy of their bank statement for the last month that shows their name and address and all transactions for the FULL MONTH
    • Copies of bank statements for all other accounts you have, such as a savings accounts
