    • Commissioner Ryan Anderson, P.E | Department of Transportation  
    • Ryan Anderson, P.E., is Commissioner of the Alaska Department of Transportation and Public Facilities, bringing over 25 years of experience across Alaska’s transportation systems—from Arctic highways to airports, ports, and marine infrastructure. Appointed in 2021, he is a licensed civil engineer with deep roots in rural project delivery and large-scale infrastructure. Commissioner Anderson serves on the boards of the Alaska Railroad Corporation, the Alaska Gasline Development Corporation, and the Alaska Permanent Fund Corporation, where he helps align transportation investment with broader strategies for economic development, energy infrastructure, and long-term fiscal sustainability for the state.

    • Commissioner Katherine Keith, PMP, PMI-ACP | Department of Transportation  
    • Katherine Keith, PMP, PMI-ACP, serves as Deputy Commissioner for the Alaska Department of Transportation and Public Facilities, where she leads the state’s Sustainable Aviation Fuel initiative—ANSyR (Alaska’s Next-Gen Synfuel Refinery)—which is focused on strengthening Alaska’s international airport system and advancing long-term economic diversification through in-state fuel production. With over 20 years of experience in Arctic and rural Alaska, she oversees statewide project delivery, planning, airport operations, emergency response coordination, and the Department’s Sustainable Transportation and Energy Program. A certified Project Management Professional and Agile Practitioner, Katherine is recognized for her leadership in delivering complex infrastructure strategies that serve both statewide logistics and community needs.

    • Commissioner John Crowther | Department of Natural Resources 
    • Mr. Crowther first started at the department in 2012 and most recently served as deputy commissioner managing its oil and gas, project permitting, and geological survey divisions. Before re-joining DNR he was Director of the Governor’s Washington, D.C. office and was a staffer on the U.S. Senate Energy and Natural Resources Committee. He earned his bachelor’s degree in economics from Dartmouth College and juris doctorate from Georgetown University Law Center.

    • Randy Ruaro | Alaska Industrial Development and Export Authority 
    • Randy Ruaro joined AIDEA as the Executive Director in January of 2023. He is a licensed attorney with 28 years of experience working on access issues, permitting, and state land rights for Alaska. Prior to joining AIDEA, Ruaro served as Governor Dunleavy’s Chief of Staff and has over 20 years of experience providing administrative oversight to state agencies and agency leaders, as well as implementing policies supporting resource development, infrastructure, and job growth. Mr. Ruaro is a graduate of Northern Arizona University with a degree in political science and holds a Juris Doctorate from Willamette University.

    • Acting Commissioner Janelle Earls | Department of Revenue  
    • Janelle Earls is the Acting Commissioner of the Department of Revenue. Earls began her career with the State over 20 years ago serving in both finance and managerial roles. She spent 13 years at the Alaska Department of Health and Social Services in several managerial roles and has been at the Department of Revenue since May 2024. She lives in Juneau with her husband, has three daughters and two grandchildren.

    • Curtis W. Thayer | Alaska Energy Authority 
    • Curtis W. Thayer is the executive director of the Alaska Energy Authority, the state's energy office and lead agency for statewide energy policy and program development. As part of the its long-term energy vision, AEA is advancing nearly $1 billion in strategic energy infrastructure investments along Alaska’s Railbelt — including the Dixon Diversion, Cook Inlet PowerLink, and a suite of Railbelt-wide upgrades — to modernize Alaska’s transmission network and advance a more resilient, reliable, and sustainable energy future. To support collaboration among Railbelt utilities, Thayer represents AEA on several governance and planning bodies, including the Bradley Lake Project Management Committee, Intertie Management Committee, and the Railbelt Transmission Organization. He is a graduate of the United States Department of Energy’s National Renewable Energy Laboratory Executive Energy Leadership Academy and holds a bachelor’s degree from the University of Alaska Fairbanks.

    • Commissioner Julie Sande | Department of Commerce, Community & Economic Development 
    • A lifelong Alaskan, Commissioner Sande grew up in the remote logging camps of Southeast Alaska. She brings extensive experience in both the public and private sectors to the role of Commissioner. Commissioner Sande spent much of her 20 years of healthcare experience working with the pioneers and elders of Alaska. She earned a Bachelor’s Degree in Social Work from the University of Montana and a Master’s Degree in Health Administration from the University of Southern California. She serves on the following Boards and Commissions: AEA, AHFC, AIDEA, ARRC, Ak Royalty Oil and Gas Development Advisory Board, ASMI, AGDC. Commissioner Sande is a business owner, whose companies provide services across a range of industries including engineering, construction, tourism, retail, and mariculture.

    • Commissioner Randy Bates | Department of Environmental Conservation 
    • Randy Bates was appointed Commissioner-designee in May 2025. He has served the state for more than 24 years with much of that time as the director of the Water Division (Department of Environmental Conservation), Habitat Division (Department of Fish and Game), and the Division of Coastal and Ocean Management (Department of Natural Resources). In each of these positions he was responsible for establishing public policy, resource management directives, and permitting requirements in Alaska as they relate water, fish habitat, ocean resources, and more. Randy serves on the board of Forestry.
