    Thank you for your interest in the Energize – Multifamily Homes program. This program provides affordable multifamily buildings with services to reduce climate emissions from their buildings, improve tenant comfort and building operations, and increase community resilience and health.   
     
    Eligibility 
    To apply for this program, you must:  

    • Own or operate a multifamily building with 5 or more residential units  
    • Be located in King, Kitsap, Pierce, or Snohomish County in Washington State  
    • Have 50% of building units occupied by residents that qualify as "low-income" by the HUD FY 2026 definition (see below). If you do not know whether your building meets this criteria, King County will provide direct income verification services.  

    Owner-occupied condominium units, individually owned townhomes, and similar fragmented-ownership structures are ineligible. 

    This is a competitive program reserved for owners, operators, and managers of subsidized and unsubsidized housing serving low-income residents. The program heavily prioritizes buildings that utilize fossil fuels to heat tenant units and domestic hot water.  
     
    King County intends to spread investment across building owners and encourages prospective participants to submit buildings with the highest fossil fuel energy use for program consideration.  If you are a tenant, renter, or building occupant interested in receiving services for your building, fill out our anonymous referral form. We will follow up with your recommended building contacts and encourage them to apply.

Income thresholds are also listed to show the qualifying household income levels of building units for program participation, as defined by HUD for Fiscal Year 2026; applicants do not have to verify tenant incomes prior to applying, as King County will verify income levels for buildings accepted into the program.

  • This program is only available to multifamily buildings with 5 or more residential units. Condominiums and townhouses are currently not eligible for this program.

  • To the best of your knowledge, do at least half of the units in this building house residents that are considered low income by HUD definitions (see "Application Resources" on page 1 for more information about FY 2026 HUD income limits)?

  • Does your building use natural gas or other fossil fuels for space heating in residential units?
  • Fossil fuel energy use in residential units makes up most of the possible points for applications to this program. To ensure your application is scored correctly, we encourage you to verify the heating fuel source in the building’s residential units.

  • Does your building use natural gas or other fossil fuels for water heating (either individual tanks or central system)?
  • Important Notice
    Buildings without gas space heating and without gas water heating typically receive very low scores in the program’s prioritization. You may still apply, but the likelihood of acceptance is significantly reduced.

  • Fossil fuel energy use in residential units makes up most possible points for applications to this program. To ensure your application is scored correctly, we encourage you to verify the fuel source for water heating in the building’s residential units.

    If you are eligible and selected to receive King County Multifamily Homes Program building improvement services, the work as part of this program must be performed by a qualified, approved, and licensed contractor. The contractor must obtain all necessary permits required by the local permitting authority, and the installation will be inspected by the state or local permitting agency once complete. Verification of tenant income(s) is required to confirm program eligibility. This process will be reviewed with the building owner prior to verifying tenant income eligibility, and income verification will not proceed without the building owner’s signed consent to the program.

    Indemnification: By signing below, I hereby agree to release and hold harmless, indemnify, and defend King County, its employees, agents, elected and appointed officials, consultants, contractors, vendors, volunteers, and/or representatives (collectively, “King County”), from and against any liability and any and all claims for injuries, sickness, damage, death, or damage to persons or property in connection with the work, including the income verification phase of the project, or any act or eventuality arising from this work, performed by King County and/or any vendor contracted by King County to perform the work in the building located at the address listed above.
