• Petition to Quorum Court re: Data Centers & Planning Board Meeting Times

    PETITIONERS STATE:

    We the undersigned hereby petition the Pulaski County Quorum Court to take the following actions on behalf of Pulaski County voters at their regularly scheduled monthly public hearing on May 26, 2026 starting at 6:00 PM CST, 201 South Broadway, Suite 410 (4th floor), Little Rock, AR  72203:

    1) RECALL the Data Center measures from the Planning Department and return them to the Quorum Court for timely consideration and action.  These common sense measures were sponsored by Justice Julie Blackwood (District 4).

    2) ENACT A MORATORIUM preventing the Pulaski County Planning Department and Board from reviewing and issuing permits for heavy industrial and high-intensity digital facilities until the Quorum Court establishes a regulatory and enforcement framework for these facilities.  

    3) VOTE AGAINST the unnecesssary Planning Board Quarterly Meeting Compromise ordinance which will add confusing quarterly planning board meetings (whereby only partial business will be discussed) to their regular monthly schedules.  Pledge to work with Justice Rebekah Davis (District 1) to pass a meaningful ordinance to change the Planning Board's public hearing time for ALL the Planning Board's business from the outdated 2PM to a time more suited to the working public. The Planning Board, an unelected body, was asked - and refused - to change the time and now we state the Quorum Court must act on behalf of the voters to make the planning process AND THE ENTIRETY OF THE PEOPLE'S BUSINESS more accessible and transparent.

  • This petition was developed by members of Pinnacle Mountain Community Coalition (501c3 non-profit) www.pmccarkansas.org. Petition submissions are emailed directly to the Quorum Court Members.  PMCC will print the submissions for good measure and present them May 26th at the Quorum Court public hearing @ 6PM, 201 S.
