    BIMCO is seeking members’ input on whether ships are experiencing, or have experienced, difficulties in carrying out mandatory safety drills, safety-related maintenance, testing or other safety-related activities while alongside or at anchorage. 

    The purpose of this short first-stage questionnaire is to understand whether the issue is recurring across the industry and whether further evidence-gathering may be needed. At this stage, BIMCO is not asking for detailed case files or port-specific evidence, although members are encouraged to provide examples if they are comfortable in doing so. 

    BIMCO recognises that ports and terminals may need to manage genuine safety, traffic, security, operational and environmental risks. The concern is whether mandatory or safety-related shipboard activities are being restricted, delayed, made conditional or subject to additional charges in ways that are not transparent, proportionate, risk-based or consistent. 

    Information provided will be used on an aggregated and anonymised basis to help BIMCO assess whether further industry coordination or engagement with relevant authorities may be appropriate.
