Eligibility: Municipal and County governments in Pulaski, Faulkner, Saline, Lonoke, Grant, and Perry Counties, Arkansas
*Other units of government, special districts, utilities, and non-profit organizations may be eligible to partner with an eligible municipal or county government.
The Transportation Efficiency program aims to fund three key initiatives:
1. Replacement of Internal Combustion Engine (ICE) Fleet Vehicles with Electric Vehicles (EV)
- Funding Remaining: $350,000
- Available CPRG Rebates: $10,000 per new sedan or SUV, $15,000 per new light-duty truck or first responder vehicle, and $4,000 per used vehicle
2. EV Charger Installation
- Funding Available: $350,000
- Available CPRG Rebate: up to $7,250 per charging port (each port must have its own designated power supply)
3. Streetlight Replacement with LED Fixtures
- Funding Remaining: $900,000
- For replacement of municipal-owned or utility-owned fixtures
Applications will be evaluated according to the following criteria (as applicable):
- $ cost per metric ton of carbon dioxide or equivalent emissions (MTCO2e) reduced by the project (Metroplan will assist with these calculations)
- Geographic distribution of the projects
- Streetlight Conversion:
- Number of lights replaced
- $ cost per light converted (guideline: $1,060 or less per light average)
- Cost per MTCO2e allowed to be eligible for funding: $2,600 or less average
Factor used in calculation: 0.752 MTCO2e reduced per mWh saved by project
Streetlight Conversion Program Requirements
- New LED bulbs/fixtures shall comply with the AASHTO Roadway Lighting Design Guide and ARDOT's TSMO Lighting Design Guide.
- New LED bulbs/fixtures shall adhere to the Illuminating Engineering Society's (IES) recommended footcandle levels and contrast ratios.
- New LED bulbs/fixtures shall be warm white.
- Local streets: No higher than 3,000 degrees Kelvin (3000K)
- State Highways/Interstates/Interchanges: The lowest degree Kelvin allowable per ARDOT's Transportation Systems Management & Operations (TSMO) Lighting Design Guidelines.
- Replaced bulbs/fixtures shall be recycled and documentation provided.
- New LED bulbs/fixtures should be Energy Star or DLC (Design Light Consortium) approved.
- New LED bulbs/fixtures should be Dark Sky compliant.
