    Help shape the future of Mobility for the Municipality of North Grenville!
  • The Mobility Master Plan (MMP) is a long-term strategy that will guide the development and expansion of North Grenville’s transportation system for the next 20 years and beyond. The MMP will replace the current Transportation Master Plan and Commuter Cycling Plan and introduce a new Active Transportation Plan to set strategies and policies that support planned growth and align with the community's transportation vision.

    Earlier this year, we completed Round 1 of our public engagement. Thank you to everyone who shared their experiences, challenges, and ideas regarding the current state of transportation in North Grenville. We are currently advancing through Phase 2 of the Municipal Class Environmental Assessment (MCEA) process. Building directly on your Round 1 feedback, the project team has refined the community's transportation vision, developed evaluation criteria, and identified specific problem areas along with potential alternative transportation solutions.

    We appreciate your time and input; this survey will take approximately 15 minutes to complete. Your feedback is vital to ensuring the Mobility Master Plan reflects the needs of everyone who lives, works, and travels in North Grenville.

  • Road Network Problems and Alternatives

    The technical analysis has identified several challenges facing North Grenville's future road network. For each problem, the project team has developed a range of potential "Alternative Solutions" to address the issue. These alternatives generally fall into four categories:

     

    Do Nothing Do Nothing: This is our baseline. We evaluate what would happen if we make no changes to the existing road or intersection.
    Transportation Demand Management (TDM): These are policies and programs designed to change how, when, and where people travel to reduce overall traffic. Examples include promoting carpooling, improving transit, encouraging flexible work hours, or creating active transportation incentive programs.
    Transportation System Management (TSM): These are operational upgrades designed to make existing roads run more efficiently and safely without making the road physically wider. Examples include adding a left-turn lane, changing intersection controls (like adding a traffic light or roundabout), or converting a street to one-way traffic.
    Infrastructure Enhancements: These are major construction projects designed to physically increase the capacity or connectivity of the network. Examples include widening the road from two lanes to four lanes or building a brand-new road or bridge.

    Traffic volumes are expected to increase significantly along County Road 44. Projected 2046 traffic volumes indicate that County Road 44 between River Road and County Road 43 will be operating over capacity.

  • Problem Statement: Significant residential development is planned for the Northwest Quadrant (the area north of County Road 43 and west of County Road 44). Currently, the proposed road network lacks direct connections between this new development and existing or planned neighbourhoods like eQuinelle and Settlers’ Grant, which forces drivers to take longer, out-of-the-way routes. Additionally, having closely spaced intersections (like De Pencier Drive and Commercial Way) connecting to County Road 44 could create traffic flow and operational issues.

  • Problem Statement: The Colonnade Retail Centre is a major commercial destination in North Grenville, but it is currently only accessible via the Colonnade Drive roundabout (at County Road 43) and Ryan's Well Drive (at County Road 19). This limited access causes out-of-the-way travel, and queuing and delays have already been noted at the County Road 19 and Ryans Well Drive intersection. As the commercial development and business park expand further to the south and northwest, traffic demands will increase.

  • Question 12: Connectivity 3: Somerville Road / Hurd Street

  • Problem Statement: A planned roundabout at the intersection of County Road 43 and Somerville Road will create a new connection into the Northwest Quadrant residential development. This new connection is expected to increase traffic volumes on Somerville Road and Hurd Street as vehicles travel between the northern developments (Northwest Quadrant, eQuinelle, and Settlers’ Grant) and the numerous schools and hospital located around Concession Road to the south. Currently, Somerville Road / Hurd Street has a narrow two-lane cross-section with no shoulders, which will not safely support this expected growth in traffic.

  • Problem Statement: The Kemptville ‘downtown triangle’ has long been identified as having a point of confusion, with tight turning radii and visibility challenges, particularly for larger vehicles. There are two specific problems:

    1)      The intersection of Rideau Street and Sanders Street. The merging of two two-way streets with Sanders Street’s transition to one-way northbound north of Georgiana Street and centre median intersection at Georgiana Street creates several stop-controlled approaches and turning movements that create confusion for drivers.

    2)      The intersections of Clothier Street and Rideau Street, and Clothier Street and Prescott Street. This area features closely spaced intersections that require vehicles traveling through on County Road 44 to make quick left and right turns. The intersection at Clothier Street and Rideau Street has tight turning radii and visibility challenges, particularly for larger vehicles. Despite signs prohibiting through-truck traffic in this area, there are ongoing issues with commercial trucks getting stuck and blocking the Clothier Street and Rideau Street intersection.
