Pedal Forward: E-Bike Incentive Program Application

About the Pedal Forward: E-Bike Incentive Program:

The Pedal Forward: E-Bike Incentive Program (Program) provides monetary vouchers to residents to cover up to 100% of the cost of a new, eligible e-bike and safety equipment. Vouchers may only be redeemed with local Participating Bike Shops.

Only one application will be accepted per household.

Funding is provided by Yolo County and the Yolo-Solano Air Quality Management District. 

The standard voucher amount is $750. An enhanced voucher amount of $1,500 is available to low-income applicants.

Eligibility Criteria:

To qualify for this program, your household must:

• Be located in Yolo County or the northeastern portion of Solano County, which includes Dixon, Vacaville, and Rio Vista; and
• Have not previously received an e-bike voucher from the District.

Applicants must be 18 or older. 

To qualify for an enhanced low-income voucher, your household must:

• Participate in a low-income program, such as PG&E’s CARE, LIHEAP, or WIC; or
• Have a combined household income below one of the following income thresholds:

Eligible E-Bikes:

All e-bikes purchased through the Program must be Class 1 or Class 2, and must be Underwriter Laboratories (UL) 2271, UL 2849, or European Standard 15194 certified. Eligible e-bikes must also meet the following requirements:

1. Come with a one-year minimum manufacturer-provided warranty;
2. Come with an integrated front light and either an integrated rear light or battery-operated rear light, or a rear light must be purchased at time of voucher redemption; and
3. Come fully assembled.

Equipment eligibility will be ensured by the participating bike shop at the time of voucher redemption.

Voucher Redemption:

The list of Participating Bike Shops that will accept vouchers will be released soon. We expect to work with bike shops located in Davis, Woodland, Sacramento, and Failfield.

Voucher funds can be applied as a discount at the time of purchase towards the cost of the e-bike and the following related accessories:

• Helmet
• Bike lock
• Racks and baskets
• Fenders
• Mirrors
• Reflective clothing
• Additional lights / reflectors as needed
• Sales tax

Program Process:

 

Qualifying low-income households may be eligible for an enhanced $1,500 voucher amount.

To qualify as low-income, your household must meet one of the following criteria:

1. Low-Income Program Participation: You currently participate in a low-income assistance program; or
2. Income Limits: Your total combined household income is less than or equal to the limit for your county and household size listed below:

Applicant Terms and Conditions

I certify the following:

1. I understand that participants are limited to receiving one (1) voucher per address.
2. I verify that I am at least 18 years of age.
3. I understand that if awarded, I may only redeem my voucher at the time of purchase; no retroactive rebates are allowed.
4. I understand that if awarded, I will be required to complete online e-bike safety training prior to receiving my voucher.
5. I understand that if awarded, I will be required to submit a proof-of-address document to the District, which must list my name and address.
6. I understand that if awarded a low-income voucher, I will be required to submit backup documentation demonstrating my household’s annual income or my household’s participation in a qualifying low-income program.
7. I understand that vouchers will be randomly distributed to eligible applicants.
8. I understand that if awarded, I will be given a current list of Participating Bike Shops who will honor the voucher if it is submitted by the expiration date written on the voucher.
9. I understand that I am responsible to pay the retailer for the purchase price of my new device, less the voucher amount. I also understand that I am responsible for paying for any ineligible costs.
10. I understand that I will forfeit my voucher if I provide the District with false information or fail to obtain any required permit or if the required information is not submitted to the District prior to the expiration date listed on the voucher.
11. I understand that the District does not warranty any devices purchased under this voucher program, including, but not limited to, the quality or functionality of the device.
12. If awarded, I verify that I will own and operate my e-bike for at least one year from the date of purchase. If the e-bike is resold within this time, I certify that I will repay the District a prorated portion of the incentive funding I received.
13. If awarded, I agree to complete a survey at the one-year milestone of owning my e-bike.
14. I understand that applications will be treated in accordance with Public Records Act requirements. Certain information, subject to those requirements, may be publicly disclosed.
15. I hereby acknowledge and agree that I am voluntarily applying for an e-bike voucher from the District. As a condition of receiving a voucher, I understand that I will need to agree to the terms and conditions of a Release of Liability Waiver (“Waiver”) at the time of award.
