OVERVIEW
In 2019, the City of Perris established the Public Art Initiative to advance the development of public art projects throughout the city. This initiative supports cultural and artistic resources, including visual artwork, performing arts, and architectural elements to celebrate the City’s diverse cultural identity and enhance community beautification. The Public Art Initiative continues to guide ongoing efforts to preserve and promote the City’s history, culture, architectural heritage, and community well-being through public art programs, events, and projects that enrich community vitality, public health, and public engagement.
As part of the City of Perris Public Art Initiative, the City is seeking proposals for the design, fabrication, and installation of a site-specific mosaic artwork at the City of Perris City Hall (“Project Site”), located at 101 N. D Street, Perris, CA 92570.
The artwork must be a framed, removable mosaic art piece designed for installation on a designated interior wall space measuring approximately 15 feet wide by 3 feet high (see Exhibit A). The intent is to create a durable, high-quality art installation that can be securely mounted and, if necessary, safely removed or relocated without damage to the building structure. This project provides a unique opportunity for artists to contribute a visually compelling and culturally meaningful artwork that enhances the civic environment of City Hall.
The selected artist will be responsible for the fabrication, framing, transportation, and securing the installation of the artwork without damage to the interior wall or existing artwork. The artwork will be displayed year-round in a public-facing interior space and must be designed to withstand long-term indoor conditions with minimal maintenance.
SUBMITTAL REQUIREMENT CHECKLIST
The following items will be required in order to submit a complete application for consideration.

Applicant(s) resume(s) to include a brief one (1) page summary of work, qualifications, portfolio examples, including images and reviews of previously completed art/mural art, description of the size, materials, cost, location, and references for earlier projects.

Project timeline including how long it will take to complete the artwork.

Statement or cover letter explaining why this project appeals to you.

Itemized budget (include the applicants fees, insurance costs, materials/supply costs, rental equipment, portable lighting and generator, staging, project signage and all other associated costs to complete the project.

Proof of insurance

A narrative and design illustrating the concept, including a digital format of all components, images and color representation of the proposed mural to include:
A. A description of the approach to the project such as methods of site preparation, or other material to secure the longevity of the mural.
B. Identification of the medium, material, timeline for completion and dimensions for the proposed mural by considering that it is intended to be seen at all times.
C. Warranty for completed work including the use of durable materials with suitable longevity.

A suitable maintenance plan that incorporates a schedule of costs and timeline for maintenance, inspections, surface cleanings, additional coats of protective for the mural’s longevity,

For public safety the artist(s) shall comply with the following:
A. Approval of insurance from the City’s Risk Management Office will be required.
B. There should be no accessible sharp edges, points, or projections that can cut, puncture or cause injury by impact.
C. All applicable building codes and standards shall apply to structures.
